        <seg>第一条　この法律は、国民の行政に関する苦情の解決の促進に資するため、苦情の相談に関する業務の委嘱について必要な事項を定め、もつて行政の民主的な運営に寄与することを目的とする。</seg>

        <seg>Article 1 The purpose of this Act is to provide for the necessary particulars regarding the commissioning of complaint consultation services in order to help facilitate the settlement of the people's complaints regarding public administration, and to thereby contribute to the democratic operation of public administration.</seg>

        <seg>第二条　総務大臣は、社会的信望があり、かつ、行政運営の改善について理解と熱意を有する者に、次に掲げる業務を委嘱することができる。</seg>

        <seg>Article 2 (1) The Minister for Internal Affairs and Communications may commission a person in whom society places its confidence and who has an understanding of and is committed to improving the operation of public administration with doing the following services:</seg>

        <seg>一　行政機関等（内閣府、宮内庁並びに内閣府設置法（平成１１年法律第８９号）第４９条第１項及び第２項に規定する機関、デジタル庁並びに国家行政組織法（昭和２３年法律第１２０号）第３条第２項に規定する機関並びに総務省設置法（平成１１年法律第９１号）第４条第１項第１２号イからハまでに規定する法人で政令で定めるものをいう。以下同じ。）の業務に関する苦情の相談に応じて、総務大臣の定めるところに従い、申出人に必要な助言をし、及び総務省又は当該関係行政機関等にその苦情を通知すること。</seg>

        <seg>(i) in response to the filing of complaints that are related to the services of administrative organs and equivalent entities (meaning the Cabinet Office; the Imperial Household Agency; the organs prescribed in Article 49, paragraph (1) and (2) of the Act for Establishment of the Cabinet Office (Act No. 89 of 1999); the Digital Agency; the organs prescribed in Article 3, paragraph (2) of the National Government Organization Act (Act No. 120 of 1948); and the corporations prescribed in Article 4, paragraph (1), item (xii), (a) through (c) of the Act for Establishment of the Ministry of Internal Affairs and Communications (Act No. 91 of 1999) that Cabinet Order prescribes); the same applies hereinafter); and, in accordance with the instructions given by the Minister for Internal Affairs and Communications, providing the persons seeking consultations with the advice they need and notifying the Ministry of Internal Affairs and Communications or the relevant administrative organs or equivalent entities of the complaint;</seg>

        <seg>二　前号の規定により通知をした苦情に関して、行政機関等の照会に応じ、及び必要があると認める場合に当該行政機関等における処理の結果を申出人に通知すること。</seg>

        <seg>(ii) responding to inquiries from the administrative organs and equivalent entities regarding the complaints of which they have been notified pursuant to the provisions of the preceding item and notifying persons seeking consultations of the results of their processing by the relevant administrative organ or equivalent entity in question, if necessary.</seg>

        <seg>２　前項の規定による委嘱は、その委嘱をしようとする者の担当する市（特別区を含む。附則第２項において同じ。）町村の区域を定め、かつ、二年以内の期間を限つてするものとする。</seg>

        <seg>(2) The commissioning of a person under the preceding paragraph is to be done for a specific city (including special wards; the same applies in the case of paragraph (2) of the Supplementary Provisions), town, or village of jurisdiction and for a limited period of two years or less.</seg>

        <seg>３　第１項の規定により委嘱を受けた者は、行政相談委員（以下「委員」という。）と称する。</seg>

        <seg>(3) A person that has been commissioned pursuant to the provisions of paragraph (1) is known as an administrative counselor (hereinafter referred to as a "counselor").</seg>

        <seg>第三条　総務大臣は、前条第１項の規定による委嘱をしたときは、委員の氏名及び住所を関係住民に周知させるため適当な措置をとるものとする。</seg>

        <seg>Article 3 (1) Having commissioned a person to do services under the provisions of paragraph (1) of the preceding Article, the Minister for Internal Affairs and Communications is to take appropriate measures to make the counselor's name and address known to the relevant residents.</seg>

        <seg>第四条　委員は、総務大臣に対して、業務の遂行を通じて得られた行政運営の改善に関する意見を述べることができる。</seg>

        <seg>Article 4 A counselor may express opinions formed in the course of service on improving the operation of public administration to the Minister for Internal Affairs and Communications.</seg>

        <seg>第五条　委員は、業務の遂行に際して知ることのできた秘密を漏らしてはならない。その者が委員でなくなつた後も、同様とする。</seg>

        <seg>Article 5 (1) A counselor must not divulge secrets learned in the course of service. The same applies even after the person has ceased to be a counselor.</seg>

        <seg>２　委員は、その地位を政党又は政治的目的のために利用してはならない。</seg>

        <seg>(2) A counselor must not make use of the position to benefit a political party or for a political purpose.</seg>

        <seg>３　委員は、公平かつ適切にその業務を遂行しなければならない。</seg>

        <seg>(3) A counselor must perform their services fairly and appropriately.</seg>

        <seg>第六条　総務大臣は、委員が次の各号の一に該当すると認める場合には、第２条第１項の規定による委嘱を解くことができる。</seg>

        <seg>Article 6 (1) The Minister for Internal Affairs and Communications may withdraw the commission under the provisions of Article 2, paragraph (1) if the minister finds that the counselor falls under one of the following items:</seg>

        <seg>一　心身の故障のため、業務の遂行に支障があり、又はこれに堪えない場合</seg>

        <seg>(i) the counselor is having difficulty serving or is unable to serve due to a mental or physical disorder;</seg>
      </tuv>

        <seg>二　業務を怠り、又は前条の規定に違反した場合</seg>

        <seg>(ii) the counselor neglects their services or violates the provisions of the preceding Article;</seg>

        <seg>三　委員たるにふさわしくない非行があつた場合</seg>

        <seg>(iii) the counselor engages in misconduct that renders them unsuitable as a counselor.</seg>

        <seg>第七条　委員は、その業務に関して、総務大臣の指導を受けるものとする。</seg>

        <seg>Article 7 A counselor is to be guided by the Minister for Internal Affairs and Communications in connection with their services.</seg>

        <seg>第八条　委員は、その業務に関して、国から報酬を受けない。</seg>

        <seg>Article 8 (1) A counselor does not receive remuneration from the State in connection with their services.</seg>

        <seg>２　委員は、予算の範囲内において、その業務を遂行するために要する費用の支給を受けることができる。</seg>

        <seg>(2) A counselor may be paid for the expenses that the counselor needs to perform their services, within the scope of the budget.</seg>

        <seg>１　この法律は、昭和四十一年七月一日から施行する。</seg>

        <seg>(1) This Act comes into effect on July 1, 1966.</seg>
