出入国管理及び難民認定法（昭和二十六年政令第三百十九号）第二条第五号ロに該当する旅券を所持する外国人（同条第二号に規定する外国人をいい、同条第三号に規定する乗員を除く。）であって、観光その他の目的で本邦に短期間滞在しようとする者のうち政令で定めるものが本邦に上陸しようとする場合においては、同法第六条第一項本文の規定にかかわらず、その旅券には、日本国領事官等（同法第二条第四号に規定する日本国領事官等をいう。）の査証を要しない。

Among the foreign nationals (referring to "foreign national" as defined in Article 2, item (ii) of the Immigration Control and Refugee Recognition Act (Cabinet Order No. 319 of 1951), excluding "crew members" as defined in item (iii) of the same Article) who are in possession of a passport specified in Article 2, item (v), (b) of the same Act and who wish to stay in Japan for a short period for the purpose of sightseeing and other purposes, if anyone who is designated in a Cabinet Order seeks to disembark in Japan, then notwithstanding the provisions of the main text of Article 6, paragraph (1) of the same Act, that foreign national's passport does not require a visa issued by the Japanese consular officer, etc. (referring to "Japanese consular officer, etc." as defined in Article 2, item (iv) of the same Act).
