Ministry of Agriculture, Forestry and Fisheries No. 1607 of October 27, 2005) 農林物資の規格化及び品質表示の適正化に関する法律（昭和二十五年法律第百七十五号）第七条第一項の規定に基づき、有機飼料の日本農林規格を次のように定め、同法第十条第一項の規定に基づき公示する。 Pursuant to the provisions of Article 7, paragraph (1) of the Act on Standardization and Proper Quality Labeling of Agricultural and Forestry Products (Act No. 175 of 1950), the Japanese Agricultural Standards for Organic Feed is established as follows, and public notice is given pursuant to the provisions of Article 10, paragraph (1) of the same Act. 第１条　この規格は、有機飼料の生産の方法についての基準等を定めることを目的とする。 Article 1 The purpose of these standards is to establish criteria for the methods of production of organic feed. （有機飼料の生産の原則） (Principles for the Production of Organic Feed) 第２条　有機飼料は、原材料である、有機農産物の日本農林規格（平成１７年１０月２７日農林水産省告示第１６０５号）第３条に規定する有機農産物（以下「有機農産物」という。）、有機加工食品の日本農林規格（平成１７年１０月２７日農林水産省告示第１６０６号）第３条に規定する有機加工食品（以下「有機加工食品」という。）及び有機畜産物の日本農林規格（平成１７年１０月２７日農林水産省告示第１６０８号）第３条に規定する有機畜産物（以下「有機畜産物」という。）の有する特性を製造又は加工の過程において保持することを旨とし、物理的又は生物の機能を利用した加工方法を用い、化学的に合成された飼料添加物及び薬剤の使用を避けることを基本として、生産することとする。 Article 2 In accordance with the principle of preserving the characteristics of the ingredients during the course of producing and processing, organic feed is to be produced from organic products of plant origin specified in Article 3 of the Japanese Agricultural Standards for Organic Products of Plant Origin (Public Notice of the Ministry of Agriculture, Forestry and Fisheries No. 1605 of October 27, 2005) (hereinafter referred to as "organic products of plant origin"), organic processed foods specified in Article 3 of the Japanese Agricultural Standards for Organic Processed Foods (Public Notice of the Ministry of Agriculture, Forestry and Fisheries No. 1606 of October 27, 2005) (hereinafter referred to as "organic processed foods"), and organic livestock products specified in Article 3 of the Japanese Agricultural Standards for Organic Livestock Products (Public Notice of the Ministry of Agriculture, Forestry and Fisheries No. 1608 of October 27, 2005) (hereinafter referred to as "organic livestock products") that constitute its raw ingredients and based on the principle of using a processing method utilizing physical or biological functions and avoiding the use of chemically synthesized feed additives and chemical agents. 第３条　この規格において、次の表左欄の用語の定義は、それぞれ同表右欄のとおりとする。 Article 3 In these standards, the terms in the left column of the following table are defined as shown in the right column of the same table. （生産の方法についての基準） (Criteria for Production Methods) 第４条　有機飼料の生産の方法についての基準は、次のとおりとする。 Article 4 The criteria for the production methods for organic feed are as follows. （有機飼料の表示の基準） (Criterion for Labeling of Organic Feed) 第５条　有機飼料の表示の基準は、次の例のいずれかにより名称を表示することとする。 Article 5 The criterion for labeling of organic feed is to indicate the name in accordance with any of the following examples: （１）　「有機飼料」又は「オーガニック飼料」 1. “有機飼料” in Japanese (which means "organic feed") （３）　「オーガニック飼料○○」又は「○○（オーガニック飼料）」 3. “オーガニック飼料○○” or “○○（オーガニック飼料）” in Japanese (which means "organic feed xx" or "xx (organic feed)"). （注）「○○」には、当該飼料の一般的な名称を記載すること。 (Note) The general name of the feed is to be placed on "xx". ２　前項の基準にかかわらず、転換期間中有機農産物又はこれを製造若しくは加工したものを原材料として使用したものにあっては、名称の表示されている箇所に近接した箇所に「転換期間中」と記載すること。 (2) Notwithstanding the criterion set forth in the preceding paragraph, if in-conversion organic products of plant origin, or products manufactured or processed from such products, are used as ingredients, the characters “転換期間中” in Japanese (which means "during the conversion period") are to be 次条の基準に従い生産された飼料であって、原材料（次条原材料の項基準の欄６から９までに掲げるものを除く。）の重量に占める当該原材料に含まれる農産物（有機農産物及び同欄２に掲げるものを除く。）、乳（有機乳（有機畜産物のうち乳をいう。以下同じ。）を除く。）、水産物及びこれらの加工品の重量の割合が５％以下であるものをいう。 Organic feed means feed that has been produced in accordance with the criteria referred to in the following Article, 5% or less of the weight of whose ingredients (excluding those listed in column (F)～(I) for item "Ingredients" of the following Article) come from plant products (excluding organic products of plant origin and those listed in the same column (B)), milk (excluding organic milk (meaning milk among organic livestock products; the same applies hereafter)), marine products and processed products made from these. 化学的処理 Chemical treatment 次のいずれかに該当することをいう。 Chemical treatment means a treatment that falls under any of the following: １　化学的手段（燃焼、焼成、溶融、乾留及びけん化を除く。以下同じ。）によって、化合物を構造の異なる物質に変化させること。 1 To change a compound into a substance with a different structure by chemical means (excluding combustion, calcining, melting, dry distillation and saponification; the same applies hereinafter); or ２　化学的手段により得られた物質を添加すること（最終的な製品に当該物質を含有しない場合を含む。）。 2 To add a substance obtained by chemical means (including the cases in which the final product does not contain the substance). 組換えＤＮＡ技術 Recombinant DNA technology 酵素等を用いた切断及び再結合の操作によって、ＤＮＡをつなぎ合わせた組換えＤＮＡ分子を作製し、それを生細胞に移入し、かつ、増殖させる技術をいう。 Recombinant DNA technology means technology that produces recombinant DNA molecules, which are pieces of DNA joined together by cutting apart and rejoining DNA using enzymes or the like, inserts the molecules into living cells, and causes them to replicate. 飼料添加物 Feed additives 飼料の安全性の確保及び品質の改善に関する法律（昭和２８年法律第３５号）第２条第３項に規定する飼料添加物をいう。 Feed additives mean feed additives specified in Article 2, paragraph (3) of the Act on Safety Assurance and Quality Improvement of Feeds (Act No. 35 of 1953). サイレージ Silage 牧草等（乾燥して水分量を低下させたものを含む。）をサイロその他の適当な容器に詰め、又は包装し、乳酸発酵させて調製する飼料をいう。 Silage means the feed prepared through lactic acid fermentation of the grass, etc. (including that dried to lower its moisture content) in a silo or other suitable container, and lactic acid fermentation. 転換期間中有機農産物 In-conversion organic products of plant origin 有機農産物の日本農林規格第４条の表ほ場の項基準の欄２に規定する転換期間中のほ場において生産された農産物をいう。 In-conversion organic products of plant origin means plant products that have been produced in a field that is in the conversion period specified in column (B) of item "Fields" in the table of Article 4 of the Japanese Agricultural Standard for Organic Products of Plant Origin 事項 Items 基準 Criteria 原材料 Ingredients 次に掲げるもののみが使用されていること。 Only the following are to be used. １　以下のうち、その包装、容器又は送り状に格付の表示が付されているもの。ただし、その飼料を製造し、又は加工する者により生産され、日本農林規格等に関する法律（昭和２５年法律第１７５号。以下「法」という。）第１０条又は第３０条の規定により格付されたもの又は（４）に規定する同等国格付飼料にあってはこの限りでない。 (A) The following, to which a grade label is affixed to their packaging, container, or invoice; provided, however, that this does not apply to something produced by the person who manufactures or processes such organic feed and that has been graded pursuant to the provisions of Article 10 or Article 30 of the Act on Japanese Agricultural Standards (Act No. 175 of 1950, hereinafter referred to as the "Act"), or the equivalent country-certified feed as specified in (4). （１）　有機農産物 (1) organic products of plant origin; （２）　有機加工食品（ただし、乳製品以外の畜産物を含むものを除く。以下同じ。） (2) organic processed foods (excluding those containing livestock products other than dairy products; the same applies hereinafter); （３）　有機乳 (3) organic milk; （４）　有機飼料（有機飼料の入手が困難な場合にあっては、同等国格付飼料（日本農林規格等に関する法律施行規則（昭和２５年農林省令第６２号）第３７条に規定する国において法第１２条第２項に規定する格付の制度に基づき格付された飼料のうち、次に掲げる事項が記載され、当該国の政府機関その他これに準ずるものとして農林水産大臣が指定するものによって発行された証明書（法第１２条第１項に規定する証明書をいう。以下同じ。）又はその写しが添付されているものに限る。）を含む。 (4) organic feed (if organic feed is difficult to obtain, the equivalentcountry-certified feed (for feed that has been graded in accordance with the grading system set forth in Article 12, paragraph (2) of the Act on Japanese Agricultural Standards (Act No. 175 of 1950), in a country set forth in Article 37 of the Regulation for Enforcement of the Act on Japanese Agricultural Standards (Order of the Ministry of Agriculture and Forestry No. 62 of 1950), and that contains the following matters and has attached a certificate (meaning a certificate specified in Article 12, paragraph (1) of the said Act; the same applies hereinafter) issued by a government agency of the country concerned or other equivalent organization designated by the Minister of Agriculture, Forestry and Fisheries as equivalent thereto or a copy thereof) is included). ア　証明書を発行したものの名称及び住所 (a) name and address of the person who issued the certificate; イ　証明書の発行年月日 (b) date of issuance of the certificate; ウ　証明に係る飼料の種類及び量 (c) type and quantity of feed pertaining to the certification; エ　当該飼料に係る生産行程管理者（法第１０条第２項の生産行程管理者をいう。）の認証に相当する行為を行った外国の機関の名称及び住所 (d) the name and address of the foreign organization that has performed an act equivalent to certification of the production process manager (which means the production process manager set forth in Article 10, paragraph (2) of the same Act) pertaining to the relevant feed; and オ　当該飼料について格付が行われたものである旨 (e) a statement to the effect that the feed has been graded. ２　有機飼料用農産物（飲食料品に供されない農産物であって、その有機飼料を製造し、又は加工する者により有機農産物の日本農林規格第４条の基準（ただし、多年生の牧草を生産する場合にあっては、有機農産物の日本農林規格第４条の表ほ場又は採取場の項基準の欄１の（１）中「多年生の植物から収穫される農産物にあってはその最初の収穫前に３年以上」とあるのは、「多年生の牧草にあってはその最初の収穫前に２年以上」と読み替えるものとする。）に従い生産された農産物をいう。） (B) Plant products for organic feed (plant products that are not used for food and beverage, and that are produced in accordance with the criteria of Article 4 (however, in the case of the production of perennial pasture grass, the term "during at least three years before the first harvest in the case of plant products harvested from perennial plants" in column (A) of (1) of item "Field" or "collection area" in the table in Article 4 of the Japanese Agricultural Standards for organic products of plant origin is deemed to be replaced with "during at least two years before the first harvest in the case of perennial pasture grass" of the Japanese Agricultural Standards for organic products of plant origin by the person who produces or processes such organic feed) ３　１及び２以外の農畜産物。ただし、以下のものを除く。 (C) Plant or livestock products not referred to in (A) and (B); provided however, that these exclude the following: （１）　乳以外の畜産物 (1) livestock products other than milk; （２）　放射線照射が行われたもの (2) those that have been irradiated; and （３）　組換えＤＮＡ技術を用いて生産されたもの (3) those produced by using recombinant DNA technology. ４　水産物（放射線照射が行われたもの及び組換えＤＮＡ技術を用いて生産されたものを除く。） (D) Marine products (excluding those that have been irradiated or those that have been produced by using recombinant DNA technology) ５　農畜水産物の加工品（１に掲げるもの（（２）に掲げるものに限る。）、原材料として使用した有機加工食品と同一の種類の加工品、放射線照射が行われたもの及び組換えＤＮＡ技術を用いて生産されたものを除く。） (E) Processed products made from plant, livestock, or marine products (limited to those set forth in (A) above (but only those set forth in (2)), excluding the same kind of processed foods as the organic processed foods that have been used as ingredients, those that have been irradiated, and those that have been produced using recombinant DNA technology). ６　食塩 (F) Salt ７　水 (G) Water ８　石灰石、貝化石、貝殻、ドロマイト、りん鉱石及びケイソウ土（以下「石灰石等」という。）並びに化学的処理を行っていない石灰石等に由来するものであって、炭酸カルシウム、炭酸マグネシウム、リン酸二石灰、リン酸三石灰及びけい酸のうち化学的に合成された物質が添加されていないもの (H) Limestone, shell fossils, shells, dolomite, phosphate ores and diatomaceous earth (hereinafter referred to as "limestone, etc.") and calcium carbonate, magnesium carbonate, phosphate hydrogen calcium, phosphate calcium, and silicic acid derived from limestone, etc. that have not been chemically treated and to which no chemically synthesized substances have been added. ９　飼料添加物（抗生物質及び組換えＤＮＡ技術を用いて生産されたものを除く。）のうち天然物質又は天然物質に由来するものであって化学的処理が行われていないもの。ただし、当該飼料添加物の入手が困難な場合には、飼料の栄養成分その他の有効成分の補給のために用いられるものに限り、当該飼料添加物に類似する飼料添加物を使用することができる。 (I) Feed additives (excluding antibiotics and those produced by using recombinant DNA technology), which are natural substances or substances derived from natural sources which have not undergone any chemical treatment. However, if such feed additives are difficult to obtain, feed additives similar to such feed additives may be used only for the purpose of supplementing the nutrients and other active ingredients of feed. 原材料の使用割合 Ingredient proportions 原材料（この表原材料の項基準の欄６から９までに掲げるものを除く。）の重量に占める同欄３から５までに掲げるものの重量の割合が５％以下であること。 The weight of the things set forth in columns 3 to 5 of the item of "Ingredients" of this table is to account for 5% or less of the weight of the ingredients (excluding those listed in columns 6 to 9 of the item "Ingredients" in this table). 製造、加工、包装、保管その他の工程に係る管理 Management of manufacturing, processing, packaging, storage and other processes １　製造又は加工は、物理的又は生物の機能を利用した方法（組換えＤＮＡ技術を用いて生産された生物を利用した方法を除く。以下同じ。）によることとし、この表原材料の項基準の欄９の飼料添加物を使用する場合は、必要最小限度とすること。ただし、サイレージを生産する場合にあっては、別表１の調製用等資材（製造工程において化学的に合成された物質が添加されていないものであって、組換えＤＮＡ技術を用いて製造されていないものに限る。）に限り使用することができる。 (A) Manufacturing or processing is to be carried out by physical methods or methods using biological functions (excluding methods using living organisms produced by using recombinant DNA technology; the same applies hereinafter); if feed additives listed in column I of item "Ingredients" in this table are used, they are to be kept to a bare minimum. However, in the case of producing silage, only the substances for preparation, etc. (limited to those to which no chemically synthesized substances are added in the manufacturing process and which are not manufactured by using recombinant DNA technology) in Appended Table 1 may be used. ２　原材料として使用される有機農産物、有機加工食品、有機乳及び有機飼料は、他の農畜産物又はその加工品が混入しないように管理を行うこと。 (B) Organic products of plant origin, organic processed foods, organic milk and organic feed that are being used as ingredients are to be managed in such a way that other plant or livestock products or processed products made from these do not become incorporated into them. ３　有害動植物の防除は、物理的又は生物の機能を利用した方法によること。ただし、物理的又は生物の機能を利用した方法のみによっては効果が不十分な場合には、別表２の薬剤並びに食品及び添加物（これらを原材料として加工したものを含み、農産物に対して病害虫を防除する目的で使用するものを除く。）に限り使用することができる。この場合においては、原材料及び製品への混入を防止すること。 (C) Pest control is to be carried out by physical methods or methods using biological functions; provided, however, that if physical methods or methods using biological functions alone are not sufficiently effective, the chemical agents or foods and additives that are referred to in Appended Table 2 may be used (including things that have been produced using those foods or additives as ingredients; this excludes use on plant products for pest and disease control). In such a case, they are to be prevented from becoming incorporated into the ingredients, additives, or manufactured products. ４　放射線照射を行わないこと。 (D) Irradiation is not to be used. ５　この表原材料の項及び原材料の使用割合の項の基準並びにこの項１から４までに掲げる基準に従い製造され、又は加工された飼料が農薬、洗浄剤、消毒剤その他の資材により汚染されないように管理を行うこと。 (E) Feed that has been manufactured or processed in accordance with the criteria for item "Ingredients" and "Ingredient proportions" of this table and the criteria set forth in (A) through (D) above are to be managed to avoid being contaminated with agricultural chemicals, detergents, disinfectants or other substances. 薬剤 Chemical agents 除虫菊抽出物 Pyrethrum extract 共力剤としてピペロニルブトキサイドを含まないものに限ること。また、農産物に対して病害虫を防除する目的で使用する場合を除く。 Limited to those containing no piperonyl butoxide as a synergist.
