Public Notice of the Ministry of Agriculture, Forestry and Fisheries No. 187 of 2021 有機畜産物の日本農林規格（平成十七年十月二十七日農林水産省告示第千六百八号） Japanese Agricultural Standards for Organic Livestock Products (Public Notice of the Ministry of Agriculture, Forestry and Fisheries No. 1608 of October 27, 2005) 農林物資の規格化及び品質表示の適正化に関する法律（昭和二十五年法律第百七十五号）第七条第一項の規定に基づき、有機畜産物の日本農林規格を次のように定め、同法第十条第一項の規定に基づき公示する。 Pursuant to the provisions of Article 7, paragraph (1) of the Act on Standardization and Proper Quality Labeling of Agricultural and Forestry Products (Act No. 175 of 1950), the Japanese Agricultural Standards for organic livestock products are established as follows, and public notice is given pursuant to the provisions of Article 10, paragraph (1) of the same Act. 第１条　この規格は、有機畜産物の生産の方法についての基準等を定めることを目的とする。 Article 1 The purpose of these standards is to establish criteria for the methods of production of organic livestock products. （有機畜産物の生産の原則） (Principles for the Production of Organic Livestock Products) 第２条　有機畜産物は、農業の自然循環機能の維持増進を図るため、環境への負荷をできる限り低減して生産された飼料を給与すること及び動物用医薬品の使用を避けることを基本として、動物の生理学的及び行動学的要求に配慮して飼養すること又はこれらの家畜若しくは家きんから生産することとする。 Article 2 In order to maintain and improve the natural cyclical function of agriculture, organic livestock products are to be raised in consideration of the physiological and behavioral requirements of animals or produced from those livestock or poultry, based on the principle of feeding with feed produced with the least possible impact on the environment and avoiding the use of veterinary medicinal products. 第３条　この規格において、次の表左欄の用語の定義は、それぞれ同表右欄のとおりとする。 Article 3 In these standards, the terms in the left column of the following table are defined as shown in the right column of the same table. （飼養及び生産の方法についての基準） (Criteria for Raising and Production methods) 第４条　有機畜産物の飼養及び生産の方法についての基準は、次のとおりとする。 Article 4 The criteria for raising and production methods of organic livestock products are as follows: （有機畜産物の表示） (Labeling of Organic Livestock Products) 第５条　食品表示基準（平成２７年内閣府令第１０号）の規定に従うほか、有機畜産物の名称の表示は、次の例のいずれかによることとする。 Article 5 Labeling of organic livestock products is to comply with the provisions of the Food Labeling Standards (Cabinet Office Order No. 10 of 2015), and the labeling of the names of organic livestock products will be in accordance with any of the following examples: （１）　「有機畜産物」 1. “有機畜産物” in Japanese (which means "organic livestock products"); （注１）（１）の表示を行う場合には、食品表示基準第１８条及び第２４条の規定に従い当該畜産物の名称の表示を別途行うこと。 (Note 1) When labeled as set forth in 1 above, the name of the livestock product is to be labeled separately in accordance with the provisions of Articles 18 and 24 of the Food Labeling Standards. （注２）「○○」には、当該畜産物の一般的な名称を記載すること。 (Note 2) The general name of livestock or poultry house 石けん、石灰乳、消石灰、生石灰、アルコール類、フェノール類、オルソ剤、ヨウ素剤、ホルムアルデヒド、グルタルアルデヒド、クロルヘキシジン、逆性石けん、両性石けん、塩素剤、過酸化水素水、水酸化ナトリウム及び水酸化カリウム、搾乳施設のための洗浄及び消毒製品、炭酸ナトリウム、その他の植物由来製品 Soap, milk of lime, slaked potassium hydroxide, cleaning and disinfection products for milking establishment, carbonic acid sodium, and other products of plant origin 別表５　畜舎又は家きん舎の最低面積 Appended Table 5 Minimum area of livestock or poultry house （注）「成畜」とは、繁殖の用に供され、又は繁殖の用に供されたことのある家畜をいう。 (Note) "Adult animal" means livestock that are used for breeding or have been used for breeding. 「繋ぎ飼い」とは、牛舎内で牛を１頭ずつけい留具でけい留して飼養する飼養方式をいう。 The term "tethered breading" means a breeding system in which bovine livestock are tethered one by one in a house. 別表６野外の飼育場の最低面積 Appended Table 6 Minimum area for open-air run or other purposes 附　則 Supplementary Provisions １　この告示は、公布の日から起算して三十日を経過した日から施行する。 (1) This Public Notice comes into effect as of the day on which 30 days have elapsed from the date of promulgation. ２　別表７の基準に適合する期間以上有機飼養することができない場合は、当分の間、乳を生産することを目的として飼養する牛の項基準の欄中「６月間（有機畜産物の生産に用いるための牛の飼養を開始する以前から当該農場において飼養していた牛にあっては、４月間）」とあるのは「９０日間」と、同表乳を生産することを目的として飼養する山羊の項の基準の欄中「６月間」とあるのは「９０日間」と読み替えるものとする。 (2) If it is not possible to raise bovine livestock organically for more than the period that conforms to the criteria in Appended Table 7, , for the time being, the term "6 months (4 months for the bovine livestock that have been raised at the farm before the start of the organic raising of the livestock or poultry,)" in the column of item "bovine livestock raised for the purpose of producing milk" is deemed to be replaced with "90 days" and the term "6 months" in the column of item "caprine livestock raised for the purpose of producing milk" in the same table is deemed to be replaced with livestock products 次条の基準に従い飼養された家畜若しくは家きん又は次条の基準に従いこれらから生産されたものをいう Organic livestock products mean livestock or poultry raised in accordance with the standards of the following Article, or livestock or poultry products produced thereof in accordance with the criteria specified in the following Article. 家畜 Livestock 牛、馬、めん羊、山羊及び豚をいう。 Livestock means bovine, equine, ovine, caprine and porcine livestock. 家きん Poultry 鶏、うずら、だちょう、七面鳥、あひる及びかも（かもにおいては、あひるとの交雑種を含む。以下同じ。）をいう。 Poultry means chicken, quail, ostrich, turkey, duck, and wild duck (in the case of wild duck, including crossbreeds with duck;the same applies hereinafter). 有機飼料等 Organic feed, etc 有機農産物の日本農林規格（平成１７年１０月２７日農林水産省告示第１６０５号。以下「有機農産物規格」という。）により格付の表示が付されているもの、有機加工食品の日本農林規格（平成１７年１０月２７日農林水産省告示第１６０６号。以下「有機加工食品規格」という。）により格付の表示が付されているもの（乳以外の畜産物を原材料とするものを除く。）、有機飼料の日本農林規格（平成１７年１０月２７日農林水産省告示第１６０７号。以下「有機飼料規格」という。）により格付の表示が付されているもの又はこの規格により格付の表示が付されている乳をいう。 Organic feed, etc. means those that are affixed with a grade label in accordance with the Japanese Agricultural Standard for Organic Products of Plant Origin(Public Notice of the Ministry of Agriculture, Forestry and Fisheries No. 1605 of October 27, 2005; hereinafter referred to as the "Standard for Organic Products of Plant Origin"), those (excluding those made from livestock products other than milk) that are affixed with a grade label in accordance with the Japanese Agricultural Standard for Organic Processed Foods (Public Notice of the Ministry of Agriculture, Forestry and Fisheries No. 1606 of October 27, 2005;hereinafter referred to as the "Standard for Organic Processed foods"), those that are affixed with a grade label in accordance with the Japanese Agricultural Standards for Organic Feed (Public Notice of the Ministry of Agriculture, Forestry and Fisheries No. 1607 of October 27, 2005;hereinafter referred to as the "Standard for Organic Feed") or milk affixed with a grade label in accordance with these Standards. 有機畜産用自家生産飼料 Self-produced feed for organic livestock 有機畜産物の認証生産行程管理者が生産行程を管理し、又は把握した飼料であって、有機農産物規格第４条の基準（ただし、多年生の牧草を生産する場合にあっては、有機農産物規格第４条の表ほ場の項基準の欄１中「多年生の植物から収穫される農産物にあってはその最初の収穫前３年以上」とあるのは、「多年生の牧草にあってはその最初の収穫前２年以上」と読み替えるものとする。）に従い生産したもの又は有機飼料規格第４条の基準に従い生産したものをいう。 Self-produced feed for organic livestock means feed for which the production process is managed or controlled by a certified production process manager of organic livestock products and which is produced in accordance with the criteria of Article 4 of the standard for organic products of plant origin (however, in the case of the production of perennial pasture grass, the phrase "during at least three years before the first harvest in the case of plant products harvested from perennial plants" in columns (A) of item "Field" in the table of Article 4 of the standard for organic products of plant origin is to be replaced with "during at least two years before the first harvest in the case of perennial pasture grass") or is produced in accordance with the criteria of Article 4 of the standard for organic feed. 有機畜産用飼料 Organic livestock feed 有機飼料等及び有機畜産用自家生産飼料をいう。 Organic livestock feed means organic feed, etc. and self-produced feed for organic livestock. 採草放牧地 Grazing meadows 主として耕作又は養畜の事業のための採草又は家畜の放牧の目的に供されるものをいう。 Grazing meadows mean land utilized mainly for the purpose of cutting grass or grazing for the business of cultivation or livestock farming. 野外の飼育場 Open-air runs ほ場等（ほ場及び採草放牧地をいう。以下同じ。）又は野外の運動場（主に家畜又は家きんを運動させる目的で利用される土地であって、家畜又は家きんがその表面を掘り起こすことができるもの。ただし、あひる及びかものためのものについては、このほか水田、小川、池又は湖を有するものでなければならない。）をいう。 Open-air runs means fields, etc. (meaning fields and grazing meadows; the same applies hereinafter) or outdoor playing fields (land used mainly for the purpose of exercising livestock or poultry, the surface of which can be excavated by livestock or poultry; however, land used for ducks and wild ducks must have paddy fields, streams, ponds, or lakes in addition thereto) 化学的処理 Chemical treatment 次のいずれかに該当することをいう。 Chemical treatment means treatments that fall under any of the following: １　化学的手段（燃焼、焼成、溶融、乾留及びけん化を除く。以下同じ。）によって、化合物を構造の異なる物質に変化させること。 1 To change a compound into a substance with a different structure by chemical means (excluding combustion, calcining, melting, dry distillation and saponification; the same applies hereinafter); or ２　化学的手段により得られた物質を添加すること（最終的な製品に当該物質を含有しない場合を含む。）。 2 To add a substance obtained by chemical means (including cases in which the final product does not contain the substance). 組換えＤＮＡ技術 Recombinant DNA technology 酵素等を用いた切断及び再結合の操作によって、ＤＮＡをつなぎ合わせた組換えＤＮＡ分子を作製し、それを生細胞に移入し、かつ、増殖させる技術をいう。 Recombinant DNA technology means technology that produces recombinant DNA molecules, which are pieces of DNA joined together by cutting apart and rejoining DNA using enzymes or the like, inserts the molecules into living cells, and causes them to replicate. 使用禁止資材 Prohibited substances 肥料及び土壌改良資材（別表１に掲げるもののうち製造工程において化学的に合成された物質が添加されていないものを除く。）、農薬（別表２に掲げるもののうち組換えＤＮＡ技術を用いずに製造されたものを除く。）及び土壌又は植物に施されるその他の資材（天然物質又は化学処理を行っていない天然物質に由来するものを除く。）をいう。 Prohibited substances mean fertilizers and soil improvement substances (excluding those listed in Appended Table 1 to which chemically synthesized substances are not added in the manufacturing process), agricultural chemicals (excluding those listed in Appended Table 2 which are manufactured without using recombinant DNA technology) and other substances applied to soil, or plants (excluding natural substances or substances derived from natural sources which have not undergone any chemical treatment). 有機飼養 Organic raising 第４条の表畜舎又は家きん舎の項、野外の飼育場の項、飼料の給与の項、健康管理の項及び一般管理の項の基準に適合した飼養方法をいう。 Organic raising means raising methods conforming to the criteria of items "livestock or poultry house", "open-air runs", "feeding", "health management" and "general management" in the table of Article 4. 更新 Livestock replenishments 一事業年度において、その直近の過去三事業年度間に出荷し、又は死亡した家畜の頭数を３で除した数以下の頭数の家畜を新たに飼養することをいう。 Livestock replenishments mean newly raising, in one business year, livestock not more than the number obtained by dividing by three the number of livestock shipped or deceased during the most recent preceding three business years. 肥育の最終期間 Final period of fattening と殺直前の期間であって、３月間又は家畜及び家きんの生存期間の５分の１のいずれか短い期間をいう。 Final period of fattening means the period immediately before slaughter, which is the shorter of three months or one-fifth of the survival period of livestock and poultry. 平均採食量 Average amount of feed intake 家畜１頭又は家きん１羽１日当たりの飼料の給与量と採草放牧地での採食量の合計を乾物重量換算したもの（実数が把握できない場合は、別表３の数値）をいう。 Average amount of feed intake means the dry matter weight converted from the total amount of feed amount per head of livestock or poultry per day and the feed intake amount from grazing meadows (if the actual number cannot be ascertained, the figures in Appendix 3 apply). 飼料添加物 Feed additives 飼料の安全性の確保及び品質の改善に関する法律（昭和２８年法律第３５号）第２条第３項に規定する飼料添加物をいう。 Feed additives mean feed additives specified in Article 2, paragraph (3) of the Act on Safety Assurance and Quality Improvement of Feeds (Act No. 35 of 1953). 動物用医薬品 Veterinary medicinal products 医薬品、医療機器等の品質、有効性及び安全性の確保等に関する法律（昭和３５年法律第１４５号）第８３条の２に規定する動物用医薬品をいう。 Veterinary medicinal products mean pharmaceuticals for animals specified in Article 83-2 of the Act on Securing Quality, Efficacy and Safety of Products Including Pharmaceuticals and Medical Devices (Act No. 145 of 1960). 動物用生物学的製剤 Biological preparations for animal use 動物用生物学的製剤の取扱いに関する省令（昭和３６年農林省令第４号）第１条第１項に規定する生物学的製剤をいう。 Biological preparations for animal use mean biological preparations specified in Article 1, paragraph (1) of the Ministerial Order on the Handling of Biological Preparations for Animal Use (Order of the Ministry of Agriculture and Forestry No. 4 of 1961). 要診察医薬品 Medicinal products requiring medical examination 医薬品、医療機器等の品質、有効性及び安全性の確保等に関する法律第４４条第１項に規定する毒薬、同条第２項に規定する劇薬及び獣医師法施行規則（昭和２４年農林水産省令第９３号）第１０条の５に規定する医薬品をいう。 Medicinal products requiring medical examination mean "poisonous drugs" specified in Article 44, paragraph (1) of the Act on Securing Quality, Efficacy and Safety of Products Including Pharmaceuticals and Medical Devices, deleterious drugs specified in Article 44, paragraph (2) of the same Act, and medicines specified in Article 10-5 of Enforcement Regulation of the Veterinarians Act (Order of the Ministry of Agriculture, Forestry and Fisheries No. 93 of 1949). 事項 Items 基準 Criteria 畜舎又は家きん舎 1. Livestock or poultry house １　畜舎は、次の（１）から（８）までに掲げる基準に適合するものであること。 (A) A livestock house is to conform to the criteria set forth in (1) through (8) below: （１）　家畜が飼料及び新鮮な水を自由に摂取できること。 (1) the livestock are able to have free access to feed and fresh water; （２）　適度な温度、湿度、通風、換気及び太陽光による明るさが保たれる頑丈な構造であること。 (2) it has a sturdy structure that maintains adequate temperature, humidity, ventilation, and brightness from sunlight; （３）　清掃及び消毒に必要な器具又は設備が備えられており、適切に清掃及び消毒されていること。 (3) the equipment or facilities necessary for cleaning and disinfection are provided, and the livestock or poultry house is properly cleaned and disinfected; （４）　別表４の薬剤以外のものを清掃又は消毒に使用していないこと。 (4) no chemicals other than those listed in Appendix 4 are used for cleaning or disinfection; （５）　床が平坦かつ滑らない構造であること。 (5) the floor is flat and non-slippery; （６）　壁や床に、けがの原因となるような突起物がないこと。 (6) the walls and floor are free of protruding objects that could cause injury; （７）　家畜が横臥することができる敷料を敷いた状態又は土の状態の清潔で乾いた床面を有すること。 (7) it has a clean and dry floor surface either strewn with litter material or made of earth on which livestock can lie down; （８）　畜種、品種及び年齢に配慮した十分な容積を有する構造とし、別表５左欄の家畜を飼養する畜舎にあっては、家畜１頭当たり同表右欄の面積以上の面積を有すること。 (8) it has a structure that has sufficient volume in consideration of the breed, species and age of livestock, and in the case of a livestock house for raising the livestock listed in the left column of Appended Table 5, it has an area of at least the area listed in the right-hand column of the same table for each livestock. ２　家きん舎は、次の（１）から（６）までに掲げる基準に適合するものであること。 (B) A poultry house is to conform to the criteria set forth in (1) through (6) below: （１）　家きんが飼料及び新鮮な水を自由に摂取できること。 (1) the poultry are able to have free access to feed and fresh water; （２）　適度な温度、湿度、通風、換気及び太陽光による明るさが保たれる頑丈な構造であること。 (2) it has a sturdy structure that maintains adequate temperature, humidity, ventilation, and brightness from sunlight; （３）　清掃及び消毒に必要な器具又は設備を備えており、適切に清掃及び消毒されていること。 (3) the equipment or facilities necessary for cleaning and disinfection are provided, and the equipment or facilities are properly cleaned and disinfected; （５）　種の特性及び群の大きさに応じて適切な止まり木等の休息場所及び十分な大きさの出入口を有すること。 (5) it has a resting place such as an appropriate perch and a doorway of sufficient size according to the characteristics of the species and the size of the group; and （６）　家きん種、品種及び年齢に配慮した十分な容積を有する構造とし、別表５左欄の家きんを飼養する家きん舎にあっては、１羽当たり同表右欄の面積以上の面積を有すること。 (6) it has a structure that has sufficient volume in consideration of the breed, species and age of poultry, and in the case of a poultry house for raising the poultry listed in the left column of Appended Table 5, it has an area of at least the area listed in the right column of the same table for each poultry. 野外の飼育場 2. Health management １　疾病予防を目的として、病気に対する抵抗力の強化及び感染予防が図られるよう家畜又は家きんの種類に応じた適切な飼養管理を行うこと。 (A) For the purpose of disease prevention, appropriate raising management is to be conducted according to the type of livestock or poultry so as to strengthen their resistance to diseases and prevent infection. ２　家畜又は家きんが傷病に罹患した場合、必要に応じて隔離し、迅速に治療すること。この場合において、家畜又は家きんが不必要に苦しむことのないよう、治療や処置を行うこと。 (B) In the case that livestock or poultry suffer from any injury or disease, they are to be isolated as necessary and treated promptly. In such cases, treatment and care is to be provided so that the livestock or poultry does not suffer unnecessarily. ３　特定の疾病若しくは健康上の問題が発生し、若しくは発生する可能性があって他に適当な治療方法若しくは管理方法がない場合又は法令（法律の規定に基づく命令及び処分を含む。以下同じ。）で義務付けられている場合を除き、動物用医薬品を使用しないこととし、動物用医薬品を使用する場合にあっては、要診察医薬品又は抗生物質以外の動物用医薬品を使用すること。 (C) Do not use veterinary medicinal products unless a specific disease or health problem has occurred or is likely to occur and no other appropriate treatment or control method is available, or unless required by laws and regulations (including orders and dispositions based on the provisions of laws; the same applies hereinafter). In the case where veterinary medicinal products are used, veterinary medicinal products other than medicines requiring medical examination or antibiotics are to be used. ４　家畜又は家きんへのビタミン、ミネラル、動物用生物学的製剤又は駆虫薬以外の動物用医薬品の使用は、治療目的に限ること。 (D) The use of vitamins, minerals, biological preparations for animal use or veterinary medicinal products other than parasiticides in livestock or poultry is to be for therapeutic purposes only. ５　３の基準にかかわらず、要診察医薬品又は抗生物質以外の動物用医薬品を用いた治療が効果的でない場合には、要診察医薬品又は抗生物質を使用することができる。ただし、次のいずれかに該当する場合は、それぞれ（１）又は（２）に掲げる期間、要診察医薬品又は抗生物質を使用することができない。 (E) Notwithstanding the criteria in (C) above, if treatment with veterinary medicinal products other than medicinal products requiring medical examination or antibiotics is not effective, medicinal products requiring medical examination or antibiotics may be used. General management １　家畜及び家きんを野外の飼育場（牛、馬、めん羊及び山羊のためのものについては、ほ場等を有するものでなければならない。）に自由に出入りさせること。ただし、週２回以上家畜若しくは家きんを野外の飼育場に放牧する場合又は区分された運動場所及び休息場所を有する家きん舎で家きんを飼養する場合にあっては、この限りでない。 (A) Livestock and poultry is to be enter and leave open-air run (those for bovine, equine, ovine and caprine livestock must have fields, etc.) freely.
