        <seg>高圧ガス保安法（昭和２６年法律第２０４号。以下「法」という。）第４９条の２１第１項の容器又は附属品（以下「容器等」という。）の型式の承認において、法に基づき国際相互承認に係る容器保安規則（平成２８年経済産業省令第８２号。以下「国際相互承認則」という。）で定める技術上の基準のうち別表第１第１項、第２項、第６項及び第７項に掲げる機能性基準への適合性評価に当たっては、個々の事例ごとに判断することとなるが、別表第２第１項右欄及び第２項右欄に掲げる例示基準（以下「型式承認に係る例示基準」という。）のとおりである場合には、当該機能性基準に適合するものとする。</seg>

        <seg>In the course of type approval of containers or accessories (hereinafter referred to as "Containers, etc.") referred to in Article 49-21, paragraph (1) of the High Pressure Gas Safety Act (Act No. 204 of 1951); hereinafter referred to as the "Act"), the assessment of conformity with the functionality standards set forth in rows (1), (2), (6), and (7) of Appended Table 1 among the technical standards provided by the Regulation on Safety of Containers Relating to International Reciprocal Recognition (Order of the Ministry of Economy, Trade and Industry No. 82 of 2016; hereinafter referred to as the "International Reciprocal Recognition Regulation") pursuant to the Act is to be made on a case-by-case basis. Containers, etc. that conform with the Exemplified standards set forth in the right-hand column of row (1) and the right-hand column of row (2) of Appended Table 2 (hereinafter referred to as the "Exemplified Standards for Type Approval") are treated as being in conformity with the functionality standards.</seg>

        <seg>法第４９条の５第１項の容器等製造業者の登録（法第４９条の８第１項の協会等の調査を含む。以下同じ。）において、国際相互承認則で定める技術上の基準のうち別表第１第３項から第５項までに掲げる機能性基準への適合性評価に当たっては、個々の事例ごとに判断することとなる。</seg>

        <seg>（１）　容器等の型式の承認又は登録について高圧ガス保安協会（以下「協会」という。）による事前評価を受けようとする者に対して、協会が別に定める「詳細基準事前評価実施要領」（以下「要領」という。）に基づき、型式承認事前評価申請書又は登録事前評価申請書を協会に提出させるものとする。</seg>

        <seg>(4) If the Institute makes a preliminary assessment for type approval of Containers, etc. or preliminary assessment for registration based on the Rules of the Committee for Preliminary Assessment of Specific Standards, it is to promptly notify the applicant for preliminary assessment of the assessment results by way of a preliminary assessment report for type approval or preliminary assessment report for registration according to the Guidelines.</seg>

        <seg>（１）　例示基準の時宜を得た適切な改正及び追加等を図ることを目的として、協会に学識経験者からなる高圧ガス容器規格検討委員会（以下「規格検討委員会」という。）を設置する。なお、協会は容器保安規則の機能性基準の運用について（２０１３０４０９　商局第４号）に基づく規格検討委員会を設置している場合、これを本通達に基づく規格検討委員会として扱ってよいものとする。</seg>

        <seg>(1) A High Pressure Container Specification Review Committee consisting of persons with relevant knowledge and experience (hereinafter referred to as the "Specification Review Committee") is established within the Institute for the purpose of making timely and appropriate amendment and addition to the Exemplified standards. If the Institute has in place a Specification Review Committee based on the Circular Notice on Operation of Functionality Standards under the Regulation on Safety of Containers (20130409 Circular Notice No. 4 of the Commerce and Information Policy Bureau of the Ministry of Economy, Trade and Industry), it may treat the committee as the Specification Review Committee based on this Circular Notice.</seg>
