住生活基本法（平成十八年六月八日法律第六十一号）

Basic Act for Housing (Act No. 61 of June 8, 2006)

第一条　（目的）

Article 1 (Purpose)

国民の住生活の安定の確保及び向上の促進に関する施策について、基本理念を定め、及び国等の責務を明らかにするとともに、住生活基本計画の策定その他当該施策の基本となる事項を定めることにより、当該施策を総合的かつ計画的に推進し、もって国民生活の安定向上と社会福祉の増進に資するとともに、国民経済の健全な発展に寄与することを目的とする。

The purpose of this Act is to comprehensively and systematically promote the policies to ensure the stability and to promote the improvement of housing for people, by formulating basic plans for the policies and clarifying responsibilities of the public sector including the National Government and formulating the basic plans for housing for people and other matters that serve as the platform for the policies, and thereby contribute to stabilizing and improving lives of the citizenry and enhancing social welfare as well as to contribute to the sound development of the national economy.

第三条－第六条　（基本理念）

Articles 3 through 6 (Basic Philosophies)

住生活の安定の確保及び向上の促進に関する施策（住宅の性能等及び居住環境の維持及び向上、住宅の供給等に係る適正な取引の確保、公営住宅の供給等その他居住の安定の確保等に関する施策をいう。）の推進に関する基本理念を定める。

This Act establishes the basic principles on the promotion of the policies for the security of the stability and the promotion of the improvement of housing for people (meaning the policies pertaining to maintaining and improving such matters as housing performance and residential enverionments, ensuring fair transactions on such matters as housing supply, and ensuring stability of housing and other matters such as securing a stable supply of public housing.)

第七条－第十条　（責務等）

Articles 7 through 10 (Responsibilities)

住生活の安定の確保及び向上の促進に関する施策の推進に関する基本理念にのっとった 国及び地方公共団体並びに住宅関連事業者の責務等を定めるものとする。

This Act is to establish the responsibilities of the National Government, local governments, and housing-related companies, based on the basic principles pertaining to the promotion of policies to ensure the stability and to promote the improvement of housing for people.

第十一条－第十四条

Articles 11 through 14 (Basic Policies)

国及び地方公共団体は、住生活の安定の確保及び向上の促進のために必要な施策を講ずるものとする。

The National Government and local governments are to take necessary measures for ensuring stability and promoting improvement of housing for people.

第十五条－第二十条

Articles 15 through 20 (Basic Plans for Living)

１　住生活の安定の確保及び向上の促進に関する施策の総合的かつ計画的な推進を図るた め、政府は全国計画を、都道府県は全国計画に即して都道府県計画を定めるものとする。

(1) With a view to comprehensively and systematically promoting policies pertaining to ensuring the stability and promoting the improvement of housing for people, the National Government is to formulate the national plan, and the prefectural governments are to formulate prefectural plans in line with the national plan.

２　国土交通大臣は、行政機関が行う政策の評価に関する法律の基本計画に定める政策と して、全国計画を定めなければならないこと等を定める。

(2) The Minister of Land, Infrastructure, Transport and Tourism provides that the national plan must be formulated as a policy to be set forth in the basic plan of the Government Policy Evaluations Act.

附則第一条　（施行期日）

Supplementary Provisions

Article 1 (Effective Date)

この法律は、平成十八年六月八日より施行する。

This Act comes into effect as of June 8, 2006.
