					<ParagraphSentence>
						<Sentence>The terms used in this Ministerial Order have the same meaning as the terms used in the Act on the Assessment of Releases of Specified Chemical Substances in the Environment and the Promotion of Management Improvement (hereinafter referred to as the "Act") and the Order for Enforcement of the Act on the Assessment of Releases of Specified Chemical Substances in the Environment and the Promotion of Management Improvement (Cabinet Order No. 138 of 2000; hereinafter referred to as the "Order").</Sentence>
					</ParagraphSentence>
				</Paragraph>
			</Article>
			<Article Num="2" id="en_at2">
				<ArticleCaption>(Method of Providing Information on the Properties and Handling of Designated Chemical Substances)</ArticleCaption>
				<ArticleTitle>Article 2</ArticleTitle>
				<Paragraph Num="1" id="en_at2cl1">
					<ParagraphNum></ParagraphNum>
					<ParagraphSentence>
						<Sentence>The method specified by Order of the Ministry of Economy, Trade and Industry as specified in Article 14, paragraphs (1) and (2) of the Act is the method of transmission by using a facsimile machine or any other method where the counterparty to which a designated chemical substance, etc. is transferred or provided has consented to the provision of information by that method.</Sentence>
					</ParagraphSentence>
				</Paragraph>
			</Article>
			<Article Num="3" id="en_at3">
				<ArticleCaption>(Information that Must Be Provided)</ArticleCaption>
				<ArticleTitle>Article 3</ArticleTitle>
				<Paragraph Num="1" id="en_at3cl1">
					<ParagraphNum></ParagraphNum>
					<ParagraphSentence>
						<Sentence>A business operator handling a designated chemical substance, etc. must include the following particulars in the information on the properties and handling of a designated chemical substance, etc. (hereinafter referred to as "information on the properties and handling") to be provided pursuant to the provisions of Article 14, paragraph (1) or (2) of the Act:</Sentence>
					</ParagraphSentence>
					<Item Num="1">
						<ItemTitle>(i)</ItemTitle>
						<ItemSentence>
							<Sentence>in the following cases set forth in (a) and (b), the particular set forth respectively in (a) and (b):</Sentence>
						</ItemSentence>
						<Subitem1 Num="1">
							<Subitem1Title>(a)</Subitem1Title>
							<Subitem1Sentence>
								<Sentence>If the designated chemical substance, etc. is a class I designated chemical substance or a class II designated chemical substance: the particular set forth in 1. Through 2. Below:</Sentence>
							</Subitem1Sentence>
							<Subitem2 Num="1">
								<Subitem2Title>1.</Subitem2Title>
								<Subitem2Sentence>
									<Sentence>The name of the class I designated chemical substance or the class II designated chemical substance;</Sentence>
								</Subitem2Sentence>
							</Subitem2>
							<Subitem2 Num="2">
								<Subitem2Title>2.</Subitem2Title>
								<Subitem2Sentence>
									<Sentence>the class I designated chemical substance or the class II designated chemical substance which is classified into a class I designated chemical substance (excluding a specific class I designated chemical substance), a specific class I designated chemical substance, or a class II designated chemical substance; or</Sentence>
								</Subitem2Sentence>
							</Subitem2>
						</Subitem1>
						<Subitem1 Num="2">
							<Subitem1Title>(b)</Subitem1Title>
							<Subitem1Sentence>
								<Sentence>If the designated chemical substance, etc. is the product containing a class I designated chemical substance or a class II designated chemical substance: the particulars set forth in 1. Through 4. Below:</Sentence>

							<Subitem2 Num="1">
								<Subitem2Title>1.</Subitem2Title>
								<Subitem2Sentence>
									<Sentence>The name of the product;</Sentence>
								</Subitem2Sentence>
							</Subitem2>
							<Subitem2 Num="2">
								<Subitem2Title>2.</Subitem2Title>
								<Subitem2Sentence>
									<Sentence>the name of the class I designated chemical substance or the class II designated chemical substance contained in the product (hereinafter referred to as the "designated chemical substance being contained") (limited to the product that the amount of a class I designated chemical substance or the amount of a class II designated chemical substance (hereinafter referred to as the "amount of a class II designated chemical substance") pertaining to the designated chemical substance being contained to the weight of the product is greater than 1 percent, or the amount of a specific class I designated chemical substance pertaining to the designated chemical substance being contained to the weight of the product is greater than 0.1 percent);</Sentence>

							</Subitem2>
							<Subitem2 Num="3">
								<Subitem2Title>3.</Subitem2Title>
								<Subitem2Sentence>
									<Sentence>The designated chemical substance being contained, which is classified into a class I designated chemical substance (excluding a specific class I designated chemical substance), a specific class I designated chemical substance, or a class II designated chemical substance; and</Sentence>
								</Subitem2Sentence>
							</Subitem2>
							<Subitem2 Num="4">
								<Subitem2Title>4.</Subitem2Title>
								<Subitem2Sentence>
									<Sentence>The percentage of the amount of class I designated chemical substance, a specific class I designated chemical substance, or class II designated chemical substance of the designated chemical substance being contained respectively to the weight of the product;</Sentence>
								</Subitem2Sentence>
							</Subitem2>
						</Subitem1>
					</Item>
					<Item Num="2">
						<ItemTitle>(ii)</ItemTitle>
						<ItemSentence>
							<Sentence>the name, address, and contact information of the business operator handling a designated chemical substance, etc.;</Sentence>
						</ItemSentence>
					</Item>
					<Item Num="3">
						<ItemTitle>(iii)</ItemTitle>
						<ItemSentence>
							<Sentence>first-aid measures to be given to a person who has been injured by the designated chemical substance, etc.;</Sentence>
						</ItemSentence>
					</Item>
					<Item Num="4">
						<ItemTitle>(iv)</ItemTitle>
						<ItemSentence>
							<Sentence>fire-fighting measures at a place of business that handles the designated chemical substance, etc.;</Sentence>
						</ItemSentence>
					</Item>
					<Item Num="5">
						<ItemTitle>(v)</ItemTitle>
						<ItemSentence>
							<Sentence>measures required for a leak or accidental release of the designated chemical substance, etc.;</Sentence>
						</ItemSentence>
					</Item>
					<Item Num="6">
						<ItemTitle>(vi)</ItemTitle>
						<ItemSentence>
							<Sentence>precautions for handling and storage of the designated chemical substance, etc.;</Sentence>
						</ItemSentence>
					</Item>
					<Item Num="7">
						<ItemTitle>(vii)</ItemTitle>
						<ItemSentence>
							<Sentence>preventive measures against a human body being exposed to the designated chemical substance, etc. at a place of business that handles it;</Sentence>
						</ItemSentence>
					</Item>
					<Item Num="8">
						<ItemTitle>(viii)</ItemTitle>
						<ItemSentence>
							<Sentence>physical and chemical properties of the designated chemical substance, etc.;</Sentence>
						</ItemSentence>
					</Item>
					<Item Num="9">
						<ItemTitle>(ix)</ItemTitle>
						<ItemSentence>
							<Sentence>stability and reactivity of the designated chemical substance, etc.;</Sentence>
						</ItemSentence>
					</Item>
					<Item Num="10">
						<ItemTitle>(x)</ItemTitle>
						<ItemSentence>
							<Sentence>toxicological information of the designated chemical substance, etc.;</Sentence>
						</ItemSentence>
					</Item>
					<Item Num="11">
						<ItemTitle>(xi)</ItemTitle>
						<ItemSentence>
							<Sentence>impact of the designated chemical substance, etc. on the environment;</Sentence>
						</ItemSentence>
					</Item>
					<Item Num="12">
						<ItemTitle>(xii)</ItemTitle>
						<ItemSentence>
							<Sentence>a summary of the information provided in the preceding items (x) and (xi);</Sentence>
						</ItemSentence>
					</Item>
					<Item Num="13">
						<ItemTitle>(xiii)</ItemTitle>
						<ItemSentence>
							<Sentence>precautions to be taken when disposing of the designated chemical substance, etc.;</Sentence>
						</ItemSentence>
					</Item>
					<Item Num="14">
						<ItemTitle>(xiv)</ItemTitle>
						<ItemSentence>
							<Sentence>precautions to be taken when transporting the designated chemical substance, etc.;</Sentence>
						</ItemSentence>
					</Item>
					<Item Num="15">
						<ItemTitle>(xv)</ItemTitle>
						<ItemSentence>
							<Sentence>laws and regulations applicable to the designated chemical substance, etc.; and</Sentence>
						</ItemSentence>
					</Item>
					<Item Num="16">
						<ItemTitle>(xvi)</ItemTitle>
						<ItemSentence>
							<Sentence>what is set forth in the preceding items, the information which the business operator handling a designated chemical substance, etc. finds necessary.</Sentence>
						</ItemSentence>
					</Item>
				</Paragraph>
			</Article>
			<Article Num="4" id="en_at4">
				<ArticleCaption>(Method to Provide the Information Specified in Items of Article 3)</ArticleCaption>
				<ArticleTitle>Article 4</ArticleTitle>
				<Paragraph Num="1" id="en_at4cl1">
					<ParagraphNum>(1)</ParagraphNum>
					<ParagraphSentence>
						<Sentence>A business operator handling a designated chemical substance, etc. is to endeavor to affix labels indicating physical and chemical properties referred to in the preceding Article in accordance with the JIS Z7253 (meaning the Japanese Industrial Standards specified in Article 17, paragraph (1) of the Industrial Standardization Act (Act No. 185, 1949);the same applies hereafter.). (If the information thereof is provided by a magnetic disk pursuant to the provisions of Article, 13 paragraph (1) or (2) of the Act; its record)</Sentence>
					</ParagraphSentence>
				</Paragraph>
				<Paragraph Num="2" id="en_at4cl2">
					<ParagraphNum>(2)</ParagraphNum>
					<ParagraphSentence>
						<Sentence>The information set forth in each item of Article 3 must be provided (including the information being recorded by electronic or magnetic means (meaning electronic or magnetic means, or any other means not perceived by human senses); the same applies in the following paragraph) in the Japanese language.</Sentence>
					</ParagraphSentence>
				</Paragraph>
				<Paragraph Num="3" id="en_at4cl3">
					<ParagraphNum>(3)</ParagraphNum>
					<ParagraphSentence>
						<Sentence>The percentage of the amount of a class I designated chemical substance, the amount of a specific class I designated chemical substance, or the amount of a class II designated chemical substance of the designated chemical substance being contained to the weight of the product as specified in Article 3, item (i), (a), 4. must be provided as a numerical figure calculated by regarding the first two digits of the percentage as effective digits.</Sentence>
					</ParagraphSentence>
				</Paragraph>
			</Article>
			<Article Num="5" id="en_at5">
				<ArticleCaption>(Labeling)</ArticleCaption>
				<ArticleTitle>Article 5</ArticleTitle>
				<Paragraph Num="1" id="en_at5cl1">
					<ParagraphNum></ParagraphNum>
					<ParagraphSentence>
						<Sentence>When a business operator handling a designated chemical substance, etc. transfers or provides a designated chemical substance, etc., by putting them into the containers or in packages, when providing the information on the properties and handling, the business operator is to endeavor to affix a label in accordance with JIS Z7253 on the container or the package (when putting them into the containers and in packages to transfer or provide it; its container).:</Sentence>
					</ParagraphSentence>
					<Item Num="1">
						<ItemTitle>(i)</ItemTitle>
						<ItemSentence>
							<Sentence>In the following cases set forth in (a) and (b), the information listed respectively in (a) and (b);</Sentence>

						</Subitem1>

							<Subitem1Title>(b)</Subitem1Title>
							<Subitem1Sentence>
								<Sentence>if the designated chemical substance, etc. is the product containing a class I designated chemical substance or a class II designated chemical substance; the name of the product;</Sentence>
							</Subitem1Sentence>
						</Subitem1>
					</Item>
					<Item Num="2">
						<ItemTitle>(ii)</ItemTitle>
						<ItemSentence>
							<Sentence>physical and chemical properties, stability, reactivity, toxicological information of the designated chemical substance, etc. and the harmful effects thereof on the environment;</Sentence>
						</ItemSentence>
					</Item>
					<Item Num="3">
						<ItemTitle>(iii)</ItemTitle>
						<ItemSentence>
							<Sentence>precautions for storage or handling of the designated chemical substance, etc.;</Sentence>
						</ItemSentence>
					</Item>
					<Item Num="4">
						<ItemTitle>(iv)</ItemTitle>
						<ItemSentence>
							<Sentence>pictograms corresponding to physical and chemical properties, stability, reactivity, toxicological information of the designated chemical substance, etc. and the harmful effects on the environment;</Sentence>
						</ItemSentence>
					</Item>
					<Item Num="5">
						<ItemTitle>(v)</ItemTitle>
						<ItemSentence>
							<Sentence>the name (for a juridical person, its name), address and telephone number of a person who indicates;</Sentence>
						</ItemSentence>
					</Item>
					<Item Num="6">
						<ItemTitle>(vi)</ItemTitle>
						<ItemSentence>
							<Sentence>signal words.</Sentence>
						</ItemSentence>
					</Item>
				</Paragraph>
			</Article>
			<Article Num="6" id="en_at6">
				<ArticleCaption>(Cases in Which Information on the Properties and Handling Needs to Be Provided)</ArticleCaption>
				<ArticleTitle>Article 6</ArticleTitle>
				<Paragraph Num="1" id="en_at6cl1">
					<ParagraphNum>(1)</ParagraphNum>
					<ParagraphSentence>
						<Sentence>Information on the properties and handling must be provided each time a designated chemical substance, etc. is transferred or provided.</Sentence>
					</ParagraphSentence>
				</Paragraph>
				<Paragraph Num="2" id="en_at6cl2">
					<ParagraphNum>(2)</ParagraphNum>
					<ParagraphSentence>
						<Sentence Num="1" Function="Main">The provisions of the preceding paragraph do not apply when the same type of designated chemical substance, etc. is transferred or provided to the same business operator continuously or repeatedly and the information on the properties and handling of the designated chemical substance, etc. has already been provided;</Sentence>
						<Sentence Num="2" Function="Proviso">provided, however, that this does not apply when the counterparty to which the designated chemical substance, etc. is to be transferred or provided requests to provide the information on the properties and handling of the designated chemical substance, etc.</Sentence>
					</ParagraphSentence>
				</Paragraph>
			</Article>
		</MainProvision>
		<SupplProvision id="en_s1">
			<SupplProvisionLabel>Supplementary Provisions</SupplProvisionLabel>
			<Paragraph Num="1" id="en_s1cl1">
				<ParagraphNum>(1)</ParagraphNum>
				<ParagraphSentence>
					<Sentence>This Ministerial Order comes into effect as of the date on which the provisions of Article 1, item (ii) of the Supplementary Provisions of the Act (January 1, 2001) come into effect.</Sentence>
				</ParagraphSentence>
			</Paragraph>
			<Paragraph Num="2" id="en_s1cl2">
				<ParagraphNum>(2)</ParagraphNum>
				<ParagraphSentence>
					<Sentence>The measures provided in the paragraphs of Article 15 of the Act do not apply to a business operator handling a designated chemical substance, etc. that transfers or provides a designated chemical substance, etc. prior to the date on which the provisions of Article 1, item (iii) of the Supplementary Provisions of the Act come into effect.</Sentence>
				</ParagraphSentence>
			</Paragraph>
		</SupplProvision>
		<SupplProvision AmendLawNum="Order of the Ministry of Economy, Trade and Industry No. 27 of 2009" id="en_s2">
			<SupplProvisionLabel>Supplementary Provisions</SupplProvisionLabel>
			<Paragraph Num="1" id="en_s2cl1">
				<ParagraphNum></ParagraphNum>
				<ParagraphSentence>
					<Sentence>This Ministerial Order comes into effect as of October 1, 2009.</Sentence>
				</ParagraphSentence>
			</Paragraph>
