（目的）
(Purpose)
第１条 この規格は、有機加工食品の生産の方法についての基準等を定めることを目的とする。
Article 1 The purpose of this standard is to set criteria and related guidelines for the production methods of organic processed foods.

(Principles for the Production of Organic Processed Foods)
第２条 有機加工食品は、原材料である有機農産物の日本農林規格（平成１７年１０月２７日農林水産省告示第１６０５号）第３条に規定する有機農産物（以下「有機農産物」という。）及び有機畜産物の日本農林規格（平成１７年１０月２７日農林水産省告示第１６０８号）第３条に規定する有機畜産物（以下「有機畜産物」という。）の有する特性を製造又は加工の過程において保持することを旨とし、物理的又は生物の機能を利用した加工方法を用い、化学的に合成された添加物及び薬剤の使用を避けることを基本として、生産することとする。
Article 2 Organic processed foods are to be produced in accordance with the principle of preserving the characteristics of the ingredients, which are which are the organic products of plant origin specified in Article 3 of the Japanese Agricultural Standard for Organic Products of Plant Origin (Public Notice of the Ministry of Agriculture, Forestry and Fisheries No. 1605 of October 27, 2005) ( hereinafter referred to below as "organic products of plant origin") and organic livestock products specified in Article 3 of the Japanese Agricultural Standard for Organic Livestock Products (Public Notice of the Ministry of Agriculture, Forestry and Fisheries No. 1608 of October 27, 2005) (hereinafter referred to below as "organic livestock products") in the process in the course of their production or processing, and based on the principle of using a physical or biological method of processing and avoiding the use of chemically synthesized additives and chemical agents.

第３条 この規格において、次の表左欄の用語の定義は、それぞれ同表右欄のとおりとする。

The term "organic processed foods of livestock origin" means organic processed foods, where 5% or less of the weight of their ingredients (excluding salt and water) and additives (excluding processing aids) are plant products, livestock products (excluding organic livestock products), marine products, and their processed products, as well as additives (excluding general food and beverage additives graded as organic processed foods, and processing aids).

有機農畜産物加工食品

|
有機加工食品のうち、有機農産物加工食品及び有機畜産物加工食品以外のものをいう。
The term "organic processed foods of plant and livestock origin" means organic processed foods that are neither organic processed foods of plant origin nor organic processed foods of livestock origin.

有機酒類
Organic alcohol beverages
|
有機加工食品のうち、日本農林規格等に関する法律（昭和２５年法律第１７５号。次条において「法」という。）第２条第２項第１号ロに規定する酒類に該当するものをいう。
The term "organic alcohol beverages" means alcohol beverages that are included in organic processed foods and that meet the criteria provided for in Article 2, paragraph (2), item (i), (b) of the Act on Japanese Agricultural Standards (Act No. 175 of 1950) (referred to as the "Act" in the following Article).

化学的処理
Chemical treatment
|
次のいずれかに該当することをいう。
The term "chemical treatment" means treatments that fall under any of the following:
|

|
１ 化学的手段（燃焼、焼成、溶融、乾留及びけん化を除く。以下この項において同じ。）によって、化合物を構造の異なる物質に変化させること。
1 transforming a compound into a substance of a different structure through chemical methods (excluding combustion, calcining, melting, dry distillation and saponification; the same applies below); or
|
|||
|
２ 化学的手段により得られた物質を添加すること（最終的な製品に当該物質を含有しない場合を含む。）。
2 adding a substance obtained through chemical methods (including where the final product does not contain that substance).

|||
|
組換えＤＮＡ技術
Recombinant DNA technology
|
酵素等を用いた切断及び再結合の操作によって、ＤＮＡをつなぎ合わせた組換えＤＮＡ分子を作製し、それを生細胞に移入し、かつ、増殖させる技術をいう。
The term "recombinant DNA technology" means technology that involves the creation of recombinant DNA molecules by cutting and rejoining DNA using enzymes etc. , inserting these molecules into living cells, and facilitating their replication.

|
転換期間中有機農産物
In-conversion organic products of plant origin
|
有機農産物の日本農林規格第４条の表ほ場の項基準の欄２に規定する転換期間中のほ場において生産された農産物をいう。
The term "in-conversion organic products of plant origin" means plant products produced in a field during the conversion period, as specified in the column (B) of item "Fields" in the table of Article 4 of the Japanese Agricultural Standard for Organic Products of Plant Origin.

第４条 有機加工食品の生産の方法についての基準は、次のとおりとする。

次に掲げるものに限り使用することができる。ただし、２又は４に掲げるものについては、使用する原材料と同一の種類の有機農産物、有機畜産物又は有機加工食品の入手が困難な場合に限る。
The following may be used as ingredients and additives; provided, however, that those set forth in (B) or (D) may be used only if it is difficult to obtain the same type of organic products of plant origin, organic livestock products, or organic processed foods as the ingredients being used:

|
１ 以下のうち、その包装、容器又は送り状に格付の表示が付されているもの。ただし、その有機加工食品を製造し、又は加工する者により生産され、法第１０条又は第３０条の規定により格付されたものにあってはこの限りでない。
(A) Any of the following (1)- (3), if a grade label is affixed to their packages, containers, or invoices; provided, however, that this does not apply to those products that are produced by the manufacturer or processor of the relevant organic processed food, and graded pursuant to the provisions of Article 10 or Article 30 of the Act:

（１） 有機農産物
(1) organic products of plant origin;
|
|
|
（２） 有機畜産物
(2) organic livestock products; or
|
|
|
（３） 有機加工食品
(3) organic processed foods;
|
|
|
２ １以外の農畜産物。ただし、以下のものを除く。
(B) Plant or livestock products not referred to in (A) above; provided however, that these exclude the following:

|
|
（１） 原材料として使用した有機農産物及び有機畜産物と同一の種類の農畜産物
(1) plant or livestock products of the same kind as organic products of plant origin or organic livestock products used as ingredients;
|
|
|
（２） 放射線照射が行われたもの
(2) plant or livestock products that have been irradiated; or
|
|
|
（３） 組換えＤＮＡ技術を用いて生産されたもの
(3) plant or livestock products produced by using recombinant DNA technology;
|
|
|
３ 水産物（放射線照射が行われたもの及び組換えＤＮＡ技術を用いて生産されたものを除く。）
(C) Marine products (excluding those that have been irradiated or those that have been produced by using recombinant DNA technology);
|
|
|
４ 農畜水産物の加工品（１に掲げるもの（（２）に掲げるものに限る。）、原材料として使用した有機加工食品と同一の種類の加工食品、放射線照射が行われたもの及び組換えＤＮＡ技術を用いて生産されたものを除く。）
(D) Processed products made from plant, livestock, or marine products (excluding those set forth in (A) above (limited to those set forth in (2)); processed foods of the same kind as organic processed foods used as ingredients; those that have been irradiated; or those that have been produced by using recombinant DNA technology);

７ 有機酒類以外の有機加工食品にあっては別表１―１、有機酒類にあっては別表１―２の添加物（組換えＤＮＡ技術を用いて製造されたものを除く。以下同じ。）
(G) Additives specified in Appended Table 1-1 (organic processed foods other than organic alcohol beverages) or Appended Table 1-2 (organic alcohol beverages), (excluding those manufactured by using recombinant DNA technology; the same applies hereinafter .

原材料及び添加物の使用割合
Ingredient and additive proportions
|
原材料（食塩及び水を除く。）及び添加物（加工助剤を除く。）の重量に占めるこの表原材料及び添加物（加工助剤を含む。）の項基準の欄２から４まで及び７（有機加工食品として格付された一般飲食物添加物及び加工助剤を除く。）に掲げるものの重量の割合が５％以下であること。
The weight of the products or additives stated in (B), (C), (D), and (G) of the item of "Ingredients and additives (including processing aids)" section of this table (excluding general food and beverage additives graded as organic processed foods and excluding processing aids) should constitute 5% or less of the weight of the ingredients (excluding salt and water) and additives (excluding processing aids).

|
製造、加工、包装、保管その他の工程に係る管理
Management of manufacturing, processing, packaging, storage, and other processes
|
１ 製造又は加工は、物理的又は生物の機能を利用した方法（組換えＤＮＡ技術を用いて生産された生物を利用した方法を除く。以下同じ。）によることとし、添加物を使用する場合は、必要最小限度とすること。
(A) Manufacturing or processing must be carried out through physical or biological methods (excluding methods using living organisms produced through recombinant DNA technology; the same applies hereinafter ); if additives are used, their use should be limited to the bare minimum.

|
２ 原材料として使用される有機農産物、有機畜産物及び有機加工食品は、他の農畜産物又はその加工食品が混入しないように管理を行うこと。
(B) Organic products of plant origin, organic livestock products, and organic processed foods that are being used as ingredients must be managed to prevent the incorporation of other plant or livestock products or their processed foods.

|
|
３ 有害動植物の防除は、物理的又は生物の機能を利用した方法によること。ただし、物理的又は生物の機能を利用した方法のみによっては効果が不十分な場合には、別表２の薬剤並びに食品及び添加物（これらを原材料として加工したものを含み、農産物に対して病害虫を防除する目的で使用するものを除く。）に限り使用することができる。この場合においては、原材料、添加物及び製品への混入を防止すること。
(C) Pest control must be carried out through physical or biological methods ; provided, however, that if these physical or biological methods alone are not effective enough, the chemical agents or foods and additives that are referred to in Appended Table 2 may be used (including those that are processed using those foods or additives as ingredients, and excluding those used to protect plant products against pests and diseases ). In these circumstances, measures must be taken to prevent their incorporation into the ingredients, additives, or manufactured products.

|
４ ３の方法のみによっては有害動植物の防除の効果が不十分な場合には、有機加工食品を製造し、又は保管していない期間に限り、別表２に掲げられていない薬剤を使用することができる。この場合においては、有機加工食品の製造開始前に、これらの薬剤を除去すること。
(D) If the methods referred to in (C) above alone are not effective enough in controlling pests, chemical agents not stated in Appended Table 2 may be used, but only in a period during which the organic processed foods are not manufactured or stored. In these circumstances, these chemical agents must be removed before starting to manufacture the organic processed foods.

|
５ 有害動植物の防除、食品の保存又は衛生の目的での放射線照射を行わないこと。
(E) Irradiation for purposes of pest control, food preservation, or sanitation must not be used.
|
|
|
６ この表原材料及び添加物（加工助剤を含む。）の項の基準及びこの項１から５までに掲げる基準に従い製造され、又は加工された食品が農薬、洗浄剤、消毒剤その他の資材により汚染されないように管理を行うこと。
(F) Food products that have been manufactured or processed in accordance with the criteria for item "Ingredients and additives (including processing aids)" of this table and the criteria set forth in (A) through (E) above are to be managed to avoid being contaminated with agricultural chemicals, detergents, disinfectants or other substances.

(Labeling of Organic Processed Foods)
第５条 食品表示基準（平成２７年内閣府令第１０号）の規定に従うほか、有機加工食品の名称及び原材料名の表示は、次に規定する方法により行うものとする。

２ １の基準にかかわらず、転換期間中有機農産物又はこれを製造若しくは加工したものを原材料として使用したものにあっては、１の例のいずれかにより記載する名称の前又は後に「転換期間中」と記載すること。ただし、商品名の表示されている箇所に近接した箇所に、背景の色と対照的な色で、日本産業規格Ｚ８３０５（１９６２）に規定する１４ポイントの活字以上の大きさの統一のとれた活字で、「転換期間中」と記載する場合は、この限りでない。
(B) Notwithstanding the criteria stated in (A) above, regarding those products produced by using in-conversion organic products of plant origin, or any products produced or processed from them, as ingredients, , the Japanese term "転換期間中" (meaning "during conversion period") must be placed before or after the name that is placed on the label in one of the ways referred to in (A) above; provided, however, that this does not apply if the Japanese term "転換期間中" ( meaning "during conversion period") is placed in a location close to where the product name is displayed, in a contrasting color against the background, printed in a uniform type of 14 points or larger as prescribed in Japanese Industrial Standard Z8305 (1962)

１ 使用した原材料のうち、有機農産物（転換期間中有機農産物を除く。）、有機加工食品（転換期間中有機農産物を原材料としたものを除く。）又は有機畜産物にあっては、その一般的な名称に「有機」等の文字を記載すること。
1.
