家庭用品品質表示法施行規則	Regulation for Enforcement of the Household Goods Quality Labeling Act
昭和三十七年九月二十九日通商産業省令第百六号	Order of the Ministry of International Trade and Industry No. 106 of September 29, 1962
家庭用品品質表示法（昭和三十七年法律第百四号）を実施するため、家庭用品品質表示法施行規則を次のように制定する。	For the purpose of enforcing the Household Goods Quality Labeling Act (Act No. 104 of 1962), the Regulation for Enforcement of the Household Goods Quality Labeling Act is established as follows.
（家庭用品）	(Household Goods)
第一条家庭用品品質表示法施行令（昭和三十七年政令第三百九十号。以下「令」という。）別表第一号（一）の内閣府令で定める繊維は、次に掲げるものとする。	Article 1(1)The fibers that are specified by Cabinet Office Order in item (i), 1. of the appended table of the Order for Enforcement of the Household Goods Quality Labeling Act (Cabinet Order No. 390 of 1962, hereinafter referred to as the "Order") are as follows:
一プロミックス繊維	(i)promix fiber;
二ポリエチレン系合成繊維	(ii)polyethylene synthetic fiber;
三ビニロン繊維	(iii)vinylon fiber;
四ポリ塩化ビニリデン系合成繊維	(iv)polyvinylidene chloride synthetic fiber;
五ポリ塩化ビニル系合成繊維	(v)polyvinyl chloride synthetic fiber;
六ポリアクリルニトリル系合成繊維	(vi)polyacrylonitrile synthetic fiber;
七ポリプロピレン系合成繊維	(vii)polypropylene synthetic fiber;
八ポリクラール繊維	(viii)polyclar fiber.
２令別表第一号（三）１の内閣府令で定める衣服は、次に掲げるものとする。	(2)The clothes that are specified by Cabinet Office Order in item (i), 3., i. of the appended table of the Order are as follows:
一帯	(i)obi;
二足袋	(ii)tabi socks.
３令別表第一号（三）２の内閣府令で定める身の回り品は、次に掲げるものとする。	(3)The apparel accessories specified by Cabinet Office Order in item (i), 3., ii. of the appended table of the Order are as follows:
一ネクタイ	(i)necktie;
二羽織ひも	(ii)haori coat straps;
三帯締め	(iii)obi band.
４令別表第一号（三）３の内閣府令で定める家庭用繊維製品は、次に掲げるものとする。	(4)The household textile goods specified by Cabinet Office Order in item (i), 3., iii. of the appended table of the Order are as follows:
一ベッドスプレッド	(i)bedspread;
二毛布カバー	(ii)blanket cover;
三枕カバー	(iii)pillow cover.
５令別表第二号（五）の内閣府令で定める住生活用品は、次に掲げるものとする。	(5)The household equipment and utensils specified by Cabinet Office Order in item (ii), 5. of the appended table of the Order are as follows:
一可搬型便器	(i)portable toilet pots;
二便所用の器具（固定式のものを除く。）	(ii)toilet utensils (excluding fixed type).
６令別表第三号（五）の内閣府令で定める台所用電熱用品は、次に掲げるものとする。	(6)The electric heating appliances for kitchen specified by Cabinet Office Order in item (iii), 5. of the appended table of the Order are as follows:
一電気ポット	(i)electric hot water dispensers;
二電気ホットプレート	(ii)electric griddles;
三電気ロースター	(iii)electric roasters.
７令別表第四号（一）の内閣府令で定める紙は、障子紙とする。	(7)The paper specified by Cabinet Office Order in item (iv), 1. of the appended table of the Order is shoji paper.
８令別表第四号（八）の内閣府令で定める素材を使用して製造した食事用、食卓用又は台所用の器具は、次に掲げるものとする。	(8)The tableware and kitchen utensils manufactured by using materials specified by Cabinet Office Order in item (iv), 8. of the appended table of the Order are as follows:
一強化ガラス製の食事用、食卓用又は台所用の器具	(i)tableware and kitchen utensils made of tempered glass;
二ほうけい酸ガラス製又はガラスセラミックス製の食事用、食卓用又は台所用の器具	(ii)tableware and kitchen utensils made of borosilicate glass or glass ceramics;
三漆又はカシュー樹脂塗料を塗った食事用、食卓用又は台所用の器具（木製のもの及び合成樹脂製のものに限る。）	(iii)tableware and kitchen utensils painted with Japanese lacquer or cashew nut resin coating (limited to those made of wood and synthetic resins);
四合成ゴム製のまな板	(iv)synthetic rubber cutting boards.
９令別表第四号（九）の内閣府令で定める魔法瓶は、次に掲げるものとする。	(9)The thermos bottles specified by Cabinet Office Order in item (iv), 9. of the appended table of the Order are as follows:
一中瓶にガラス製の真空二重瓶を使用した魔法瓶であって、卓上用のもの	(i)thermos bottles with double-walled glass inner vacuum bottle for table use;
二内瓶にステンレス鋼製の真空二重瓶を使用した魔法瓶であって、主として飲用水に用い屋外に携帯するもの	(ii)thermos bottles with double-walled stainless steel inner vacuum bottle mainly for drinking water to be taken outdoors.
１０令別表第四号（十一）の内閣府令で定める素材は、次に掲げるものとする。	(10)The materials specified by Cabinet Office Order in item (iv), 11. of the appended table of the Order are as follows:
一牛革	(i)cowhide;
二馬革	(ii)horse leather;
三豚革	(iii)pigskin;
四羊革	(iv)sheepskin;
五やぎ革	(v)goatskin.
１１令別表第四号（十三）の内閣府令で定める靴は、甲に合成皮革を、本底にゴム、合成樹脂又はこれらの混合物を使用し、甲と本底とを接着剤により接着した靴とする。	(11)The shoes specified by Cabinet Office Order in item (iv), 13. of the appended table of the Order are those that use synthetic leather on the instep and either rubber, synthetic resin or a mixture of the same on the soles, with the upper leather and sole bonded together by adhesive.
１２令別表第四号（十七）の内閣府令で定めるマットレスは、次に掲げるものとする。	(12)The mattresses specified by Cabinet Office Order in item (iv), 17. of the appended table of the Order are as follows:
一スプリングマットレス	(i)spring mattresses;
二ウレタンフォームマットレス（ウレタンフォームの部分の最大の厚さが五〇ミリメートル以上のものに限る。）	(ii)urethane foam mattresses (limited to those with maximum thickness of urethane foam part 50 millimeters or over).
１３令別表第四号（二十）の内閣府令で定める石けん、家庭用合成洗剤及び家庭用化学製品は、住宅用又は家具用のワックスとする。	(13)The soap, household synthetic detergents, and household chemical products specified by Cabinet Office Order in item (iv), 20. of the appended table of the Order are household or furniture waxes.
（消費者庁長官との協議）	(Consultation with the Secretary General of the Consumer Affairs Agency)
第二条都道府県知事又は市長は、令第四条第五項の規定により消費者庁長官に協議しようとするときは、次に掲げる事項を記載した協議書を消費者庁長官に送付しなければならない。この場合において、市長にあっては、当該市を包括する都道府県の知事を通じて消費者庁長官に送付しなければならない。	Article 2When prefectural governors or city mayors intend to consult with the Secretary General of the Consumer Affairs Agency pursuant to the provisions of Article 4, paragraph (5) of the Order, prefectural governors or city mayors must send written records of consultations containing the following matters to the Secretary General of the Consumer Affairs Agency.In this case, city mayors must send the written records of consultations to the Secretary General of the Consumer Affairs Agency through the governors of the prefectures to which their cities belong:
一公表に係る販売業者の氏名又は名称及び住所又は本店若しくは主たる事務所の所在地	(i)name and address of the Seller pertaining to the public announcement, the location of its head office, or the location of its principal offices;
二公表の内容	(ii)details of public announcement;
三公表予定年月日	(iii)date of scheduled public announcement;
四公表が必要な理由及び経緯	(iv)reason and circumstances as to why public announcement is necessary;
五その他参考となる事項	(v)other matters for reference.
（消費者庁長官に対する都道府県知事又は市長の報告）	(Prefectural Governors or City Mayors' Reports to the Secretary General of the Consumer Affairs Agency)
第三条都道府県知事又は市長は、家庭用品品質表示法（昭和三十七年法律第百四号。以下「法」という。）第四条第一項の規定に基づく指示をしたときは、令第四条第六項の規定により、遅滞なく、次に掲げる事項を記載した報告書を消費者庁長官に提出しなければならない。この場合において、市長にあっては、当該市を包括する都道府県の知事を経由して消費者庁長官に提出しなければならない。	Article 3When prefectural governors or city mayors give instructions pursuant to Article 4, paragraph (1) of the Household Goods Quality Labeling Act (Act No. 104 of 1962; hereinafter referred to as the "Act"), they must submit, without delay, a report containing the following matters to the Secretary General of the Consumers Affairs Agency pursuant to the provisions of Article 4, paragraph (6) of the Order. In this case, city mayors must submit the report to the Secretary General of the Consumer Affairs Agency through the governors of the prefectures to which their cities belong:
一指示をした販売業者の氏名又は名称及び住所又は本店若しくは主たる事務所の所在地	(i)name and address of the Seller to whom instructions are given, the location of its head office, or the location of its principal offices;
二指示の内容	(ii)details of instructions;
三指示をした年月日	(iii)date on which instructions are given;
四指示をするに至った理由及び経緯	(iv)reason and circumstances that led to giving instructions;
五その他参考となる事項	(v)Other matters for reference.
第四条都道府県知事又は市長は、法第十九条第二項の規定に基づく報告の徴収を行ったときは、令第四条第六項の規定により、遅滞なく、次に掲げる事項を記載した報告書を消費者庁長官に提出しなければならない。この場合において、市長にあっては、当該市を包括する都道府県の知事を経由して消費者庁長官に提出しなければならない。	Article 4When prefectural governors or city mayors collect reports pursuant to Article 19, paragraph (2) of the Act, they must, without delay, submit a report containing the following matters to the Secretary General of the Consumer Affairs Agency pursuant to the provisions of Article 4, paragraph (6) of the Order.In this case, the city mayors must submit the report to the Secretary General of the Consumer Affairs Agency through the governors of the prefectures to which their cities belong:
一報告の徴収を行った販売業者の氏名又は名称及び住所又は本店若しくは主たる事務所の所在地	(i)name and address of the Seller from whom reports are collected, the location of its head office, or the location of its principal offices;
二報告の内容	(ii)details of reports;
三報告の徴収を行った年月日	(iii)date on which reports are collected;
四報告の徴収を行うに至った理由及び経緯	(iv)reason and circumstances that led to the collection of reports;
五その他参考となる事項	(v)other matters for reference.
第五条都道府県知事又は市長は、その職員に、法第十九条第二項の規定に基づく立入検査をさせた場合は、令第四条第六項の規定により、その年度中の立入検査の結果を取りまとめて翌年度の四月三十日までに、様式第一による報告書を消費者庁長官に提出しなければならない。この場合において、市長にあっては、当該市を包括する都道府県の知事を経由して消費者庁長官に提出しなければならない。	Article 5(1)When prefectural governors or city mayors have the officials from their office conduct an on-site inspection pursuant to Article 19, paragraph (2) of the Act, they must compile the results of such inspections conducted during the fiscal year and submit reports in Form No. 1 to the Secretary General of the Consumer Affairs Agency on or before April 30 of the following fiscal year pursuant to the provisions of Article 4, paragraph (6) of the Order.In this case, the city mayors must submit the reports to the Secretary General of the Consumer Affairs Agency through the governors of the prefectures to which their cities belong.
２都道府県知事又は市長は、その職員に、法第十九条第二項の規定に基づく立入検査をさせた場合であって、法令に違反する事実があると認めるときは、前項の規定にかかわらず、遅滞なく、様式第二による報告書を消費者庁長官に提出しなければならない。この場合において、市長にあっては、当該市を包括する都道府県の知事を経由して消費者庁長官に提出しなければならない。	(2)When prefectural governors or city mayors have the officials from their office conduct on-site inspections pursuant to Article 19, paragraph (2) of the Act and discovers a fact which constitutes a violation of the laws and regulations, notwithstanding the provisions of the preceding paragraph, they must submit a report in Form No. 2 to the Secretary General of the Consumer Affairs Agency without delay.In this case, city mayors must submit the report to the Secretary General of the Consumer Affairs Agency through the governors of the prefectures to which their cities belong.
附　則〔抄〕	Supplementary Provisions[Extract]
１この省令は、法の施行の日（昭和三十七年十月一日）から施行する。	(1)This Ministerial Order comes into effect on the day the Act comes into effect (October 1, 1962).
２繊維製品品質表示法施行規則（昭和三十年通商産業省令第五十八号）は、廃止する。	(2)Regulation for Enforcement of the Textile Goods Quality Labeling Act (Order of the Ministry of International Trade and Industry No. 58 of 1955) is abolished.
附　則〔平成十一年十二月二十四日通商産業省令第百二十二号〕	Supplementary Provisions[Order of the Ministry of International Trade and Industry No. 122 of December 24, 1999]
この省令は、平成十二年四月一日から施行する。	This Ministerial Order comes into effect on April 1, 2000.
