Order for Enforcement of the Act on the Promotion of Housing Quality Assurance
Cabinet Order No. 64 of March 15, 2000
(Validity Period of Registration as a Registered Housing Performance Evaluation Agency, etc.)
Article 1The period specified by Cabinet Order as referred to in Article 11, paragraph (1) of the Act on the Promotion of Housing Quality Assurance (referred to below as the "Act") (including as applied mutatis mutandis pursuant to Article 25, paragraph (2), Article 44, paragraph (3), or Article 61, paragraph (3) of the Act) is five years.
(Validity Period of Certification of Manufacturer of a Type of House Part)
Article 2The period specified by Cabinet Order referred to in Article 36, paragraph (1) of the Act is five years.
(Burden of Expenses Required for Inspections at Factories of a Certified Foreign Manufacturer of the Certified Type of House Part)
Article 3The expenses specified by Cabinet Order referred to in Article 43, paragraph (4) of the Act are to be those equivalent to the amount of travel expenses required for the employees referred to in Article 42, paragraph (1) of the Act to make a business trip to the location of factories, business offices, administrative offices, warehouses, or any other workplaces related to the inspection referred to in that paragraph for conducting the inspection. In this case, the number of employees who make the business trip is two, and the details necessary for the calculation of the amount of the travel expenses are specified by Order of the Ministry of Land, Infrastructure, Transport and Tourism.

Article 4The expenses specified by Cabinet Order set forth in Article 55, paragraph (5) and Article 65, paragraph (5) of the Act are to be those equivalent to the amount of travel expenses required for the employees referred to in Article 22, paragraph (1) of the Act, as applied mutatis mutandis pursuant to Article 44, paragraph (3) or Article 61, paragraph (3) of the Act, to make a business trip to the location of the office related to the inspection referred to in Article 55, paragraph (5) or Article 65, paragraph (5) of the Act for the inspection. In this case, the number of employees who make the business trip is two, and the details necessary for the calculation of the amount of the travel expenses are specified by Order of the Ministry of Land, Infrastructure, Transport and Tourism.
(Main Structural Parts of the House)
Article 5(1)The parts of the house referred to in Article 94, paragraph (1) of the Act that are specified by Cabinet Order as the main structural parts of the house, are to be the foundations, piles, walls, pillars, roof frames, bases, diagonal members (meaning diagonal bracings, angle braces, flints and other similar materials), floor plates, roof plates or horizontal members (meaning beams, girders and other similar materials) that support the relevant house under its own weight or loading capacity, accumulated snow, wind pressure, earth pressure or water pressure, or earthquakes or other tremors or shocks.
(2)The parts of the house referred to in Article 94, paragraph (1) of the Act that are specified by Cabinet Order as parts to prevent rainwater from penetrating are as follows:
(i)doors, frames, and other fittings installed in the roofs or exterior walls of a house, or its openings;
(ii)among drain pipes installed in a house to remove rainwater, the part which is located inside or indoors of the roof or exterior wall of the relevant house.

Article 6The authority specified by Cabinet Order referred to in Article 99, paragraph (2) of the Act is the authority of the Prime Minister prescribed in Article 3, paragraphs (1) and (4), Article 3-2, paragraph (3), and Article 98-2 of the Act.
