Supplementary Provisions
The Cabinet hereby enacts this Cabinet Order based on the provisions of the Act on UNESCO-Related Activities (Act No. 207 of 1952).
Chapter I Assistance to UNESCO-Related Activities
(Types of Assistance)
Article 1The assistance referred to in Article 4, paragraph (2) of the Act on UNESCO-Related Activities (hereinafter referred to as the "Act") means issuing subsidies, renting out or referring persons to facilities for free or for a charge, providing experts, and other types of assistance.
(Requirements for a Project to Be Eligible for Assistance)
Article 2A project must satisfy the requirements set forth below to be eligible for assistance pursuant to Article 4, paragraph (2) of the Act:
(i)it contributes to achieving the aim referred to in Article 1 of the Act and conforms to the basic policies for UNESCO-related activities in Japan that are drawn up by the Japanese National Commission for UNESCO; and
(ii)it is not intended to make a profit, either directly or indirectly.
(Requirements for a Person to Be Eligible to Receive Assistance)
Article 3For a person to be eligible to receive assistance pursuant to Article 4, paragraph (2) of the Act, the project undertaken thereby must satisfy the requirements referred to in the preceding Article; the purpose of the project must be study, research, or popularization of a relevant topic, or international cultural interchange; and the person must meet the requirements set forth below:
(i)the person has the expertise and technical ability to carry out the project for which they are seeking assistance;
(ii)the person has reasonable grounds for needing assistance;
(iii)in the case where the person seeking assistance is an organization, it has no political objective; and
(iv)other requirements prescribed by the Japanese National Commission for UNESCO.
(Procedure for Assistance)
Article 4Matters relating to procedures for application for assistance under Article 4, paragraph (2) of the Act and other necessary matters relating to assistance from the government will be prescribed by cabinet order, and for assistance from a local government will be prescribed by ordinance.
Chapter II Selection Criteria for Members of the Japanese National Commission for UNESCO
Article 5(1)Selection of commission members referred to in Article 9, paragraph (1), item (i) of the Act must be undertaken with consideration to avoid unbalanced representation in any one area of educational activities, scientific activities, or cultural activities.
(2)Selection of commission members referred to in Article 9, paragraph (1), item (ii) of the Act must be undertaken with consideration to broadly represent areas related to education, science, and the diffusion of culture which are found to be essential for promoting UNESCO-related activities.
(3)Selection of commission members referred to in Article 9, paragraph (1), item (iii) of the Act must be undertaken with consideration to broadly represent UNESCO-related activities in each region of the country.
Chapter III Subcommittees of the Japanese National Commission for UNESCO
(Steering Subcommittee)
Article 6(1)The Steering Subcommittee referred to in Article 13 of the Act will consist of the chairperson of the National Commission, one vice-chairperson of the National Commission whom the chairperson designates, and no more than nine members whom the chairperson designates following resolution of the chair of the Specialized Subcommittees and resolution of the National Commission.
(2)The chairperson will be the chair of the Steering Subcommittee and preside over the business of the Steering Subcommittee.
(3)When the chairperson has an accident or there is no chairperson, the person designated in advance by the chairperson from among the members of the Steering Committee will act for such duties or undertake such duties.
(Nomination Subcommittee)
Article 7(1)The Nomination Subcommittee under Article 13 of the Act will consist of one vice-chairperson of the National Commission whom the chairperson of the National Commission designates and no more than nine members whom the chairperson designates following a resolution of the National Commission.
(2)It is not permissible for members of the Steering Committee to account for more than one-third of the members of the Nomination Subcommittee.
(3)The vice-chairperson of the National Commission will be chair of the Nomination Subcommittee and preside over the business of the Nomination Subcommittee.
(4)Paragraph 3 of the preceding Article will apply mutatis mutandis to the Nomination Subcommittee.
(Specialized Subcommittees)
Article 8(1)Specialized Subcommittees under Article 13 of the Act will consist of members in each field of expertise whom the chairperson of the National Commission designates following a resolution of the National Commission.
(2)The Minister of Education, Culture, Sports, Science and Technology will appoint an examiner under Article 13, paragraph (5) of the Act from among persons with relevant knowledge or experience after hearing the opinion of the chairperson of the National Commission.
(3)The examiner is a non-regular position, and a person in such a position will retire when the study and deliberation for the particular matter in question is completed.
(4)The person whom the members of a Specialized Subcommittee select from among themselves as the chair of that Specialized Subcommittee will preside over the business of that the relevant Specialized Subcommittee.
(5)Article 6, paragraph (3) applies mutatis mutandis to Specialized Subcommittees.
(6)Other than as provided in the preceding paragraphs, the name of each Specialized Subcommittee, its designated task, and other necessary matters for its composition will be prescribed by the Minister of Education, Culture, Sports, Science and Technology after hearing the opinion of the chairperson of the National Commission.
(Subcommittee Meetings)
Article 9(1)A subcommittee may not hold a meeting or vote on a resolution unless a majority of the subcommittee members are in attendance.
(2)Resolutions of a subcommittee will be passed by a majority of attending subcommittee members, and the chair of the subcommittee will make the decision in the event of a tie.
(3)In a case under the preceding paragraph, the chair of the subcommittee may not vote as a subcommittee member.
(4)The provisions of the three preceding paragraphs will apply mutatis mutandis to joint meetings of the Steering Subcommittee and other subcommittees.
In such case, the chair of the Steering Subcommittee will be the chair of the joint meeting.
Chapter IV Disposition of Tasks of the National Commission for UNESCO
(Internal Subdivisions Set Forth by Cabinet Order)
Article 10The reference, in Article 18, paragraph (1) of the Act, to the secretariat or bureau established as an internal subdivision of the Ministry of Education, Culture, Sports, Science and Technology or the position as prescribed in Article 20, paragraph (1) of the National Government Organization Act (1948 Act No. 120) at the Ministry of Education, Culture, Sports, Science and Technology that is set forth by Cabinet Order means the Director-General for International Affairs.
Supplementary Provisions[Extract]
(1)This Cabinet Order comes into effect as of the date on which the Act (other than paragraph (2) and paragraph (3) of the Supplementary Provisions) comes into effect.

This Cabinet Order comes into effect as of the date of promulgation.

This Cabinet Order comes into effect as of the date on which the Act on the Amendment and Repeal of the Relevant Laws and Regulations in Connection with the Reversion of Okinawa comes into force (May 15, 1972).

This Cabinet Order comes into effect as of July 1, 1984.

(Effective Date)
Article 1This Cabinet Order comes into effect as of the date on which the Act Partially Amending the Cabinet Act (Act No. 88 of 1999) comes into effect(January 6, 2001).
