附　則	Supplementary Provisions
内閣は、ユネスコ活動に関する法律（昭和二十七年法律第二百七号）の規定に基き、この政令を制定する。	The Cabinet hereby enacts this Cabinet Order based on the provisions of the Act on UNESCO-Related Activities (Act No. 207 of 1952).
第一章　ユネスコ活動に対する援助	Chapter I Assistance to UNESCO-Related Activities
（援助の種類）	(Types of Assistance)
第一条ユネスコ活動に関する法律（以下「法」という。）第四条第二項の援助は、補助金の交付、施設の有償又は無償の貸付及びあつ旋、専門家の派遣その他の援助とする。	Article 1The assistance referred to in Article 4, paragraph (2) of the Act on UNESCO-Related Activities (hereinafter referred to as the "Act") means issuing subsidies, renting out or referring persons to facilities for free or for a charge, providing experts, and other types of assistance.
（援助を与えることができる事業の要件）	(Requirements for a Project to Be Eligible for Assistance)
第二条法第四条第二項の規定により援助を与えることができる事業は、左に掲げる要件を備えているものでなければならない。	Article 2A project must satisfy the requirements set forth below to be eligible for assistance pursuant to Article 4, paragraph (2) of the Act:
一法第一条の目標の達成に寄与し、且つ、日本ユネスコ国内委員会の策定するわが国におけるユネスコ活動の基本方針に合致すること。	(i)it contributes to achieving the aim referred to in Article 1 of the Act and conforms to the basic policies for UNESCO-related activities in Japan that are drawn up by the Japanese National Commission for UNESCO; and
二直接又は間接に営利を目的としないこと。	(ii)it is not intended to make a profit, either directly or indirectly.
（補助を受けることができる者の要件）	(Requirements for a Person to Be Eligible to Receive Assistance)
第三条法第四条第二項の規定により補助を受けることができる者は、その行う事業が前条の要件を備え、且つ、調査、研究、普及又は文化の国際的交流を目的とするものである外、左に掲げる要件を備えているものでなければならない。	Article 3For a person to be eligible to receive assistance pursuant to Article 4, paragraph (2) of the Act, the project undertaken thereby must satisfy the requirements referred to in the preceding Article; the purpose of the project must be study, research, or popularization of a relevant topic, or international cultural interchange; and the person must meet the requirements set forth below:
一補助を受けようとする事業を遂行するために必要な専門的、技術的能力を備えていること。	(i)the person has the expertise and technical ability to carry out the project for which they are seeking assistance;
二補助を必要とする相当な事由を有すること。	(ii)the person has reasonable grounds for needing assistance;
三補助を受けようとする者が団体である場合には、政治的目的を有しないこと。	(iii)in the case where the person seeking assistance is an organization, it has no political objective; and
四その他日本ユネスコ国内委員会の定める要件	(iv)other requirements prescribed by the Japanese National Commission for UNESCO.
（援助の手続）	(Procedure for Assistance)
第四条法第四条第二項の援助の申請手続その他援助に関し必要な事項は、国の援助に関しては政令で、地方公共団体の援助に関しては当該地方公共団体の条例で定める。	Article 4Matters relating to procedures for application for assistance under Article 4, paragraph (2) of the Act and other necessary matters relating to assistance from the government will be prescribed by cabinet order, and for assistance from a local government will be prescribed by ordinance.
第二章　日本ユネスコ国内委員会の委員の選考基準	Chapter II Selection Criteria for Members of the Japanese National Commission for UNESCO
第五条法第九条第一項第一号に掲げる者である委員の選考は、教育活動、科学活動及び文化活動の各領域が偏りなく代表されるように配慮して行わなければならない。	Article 5(1)Selection of commission members referred to in Article 9, paragraph (1), item (i) of the Act must be undertaken with consideration to avoid unbalanced representation in any one area of educational activities, scientific activities, or cultural activities.
２法第九条第一項第二号に掲げる者である委員の選考は、教育、科学及び文化の普及に関する領域でユネスコ活動の振興上重要と認められるものが幅広く代表されるように配慮して行わなければならない。	(2)Selection of commission members referred to in Article 9, paragraph (1), item (ii) of the Act must be undertaken with consideration to broadly represent areas related to education, science, and the diffusion of culture which are found to be essential for promoting UNESCO-related activities.
３法第九条第一項第三号に掲げる者である委員の選考は、全国各地域におけるユネスコ活動が幅広く代表されるように配慮して行わなければならない。	(3)Selection of commission members referred to in Article 9, paragraph (1), item (iii) of the Act must be undertaken with consideration to broadly represent UNESCO-related activities in each region of the country.
第三章　日本ユネスコ国内委員会の小委員会	Chapter III Subcommittees of the Japanese National Commission for UNESCO
（運営小委員会）	(Steering Subcommittee)
第六条法第十三条の運営小委員会は、会長、会長が指名する副会長一人、専門小委員会の委員長及び国内委員会の議決を経て会長が指名する九人以内の委員で組織する。	Article 6(1)The Steering Subcommittee referred to in Article 13 of the Act will consist of the chairperson of the National Commission, one vice-chairperson of the National Commission whom the chairperson designates, and no more than nine members whom the chairperson designates following resolution of the chair of the Specialized Subcommittees and resolution of the National Commission.
２会長は、運営小委員会の委員長となり、運営小委員会の会務を掌理する。	(2)The chairperson will be the chair of the Steering Subcommittee and preside over the business of the Steering Subcommittee.
３委員長に事故があるとき、又は委員長が欠けたときは、運営小委員会に属する委員のうちから委員長があらかじめ指名した者が、その職務を代理し、又はその職務を行う。	(3)When the chairperson has an accident or there is no chairperson, the person designated in advance by the chairperson from among the members of the Steering Committee will act for such duties or undertake such duties.
（選考小委員会）	(Nomination Subcommittee)
第七条法第十三条の選考小委員会は、会長が指名する副会長一人及び国内委員会の議決を経て会長が指名する九人以内の委員で組織する。	Article 7(1)The Nomination Subcommittee under Article 13 of the Act will consist of one vice-chairperson of the National Commission whom the chairperson of the National Commission designates and no more than nine members whom the chairperson designates following a resolution of the National Commission.
２選考小委員会に属する委員の三分の一をこえるものが、運営小委員会に属する委員であつてはならない。	(2)It is not permissible for members of the Steering Committee to account for more than one-third of the members of the Nomination Subcommittee.
３第一項の副会長は、選考小委員会の委員長となり、選考小委員会の会務を掌理する。	(3)The vice-chairperson of the National Commission will be chair of the Nomination Subcommittee and preside over the business of the Nomination Subcommittee.
４前条第三項の規定は、選考小委員会について準用する。	(4)Paragraph 3 of the preceding Article will apply mutatis mutandis to the Nomination Subcommittee.
（専門小委員会）	(Specialized Subcommittees)
第八条法第十三条の専門小委員会は、各専門の事項に関係のある委員のうちから国内委員会の議決を経て会長が指名するもので組織する。	Article 8(1)Specialized Subcommittees under Article 13 of the Act will consist of members in each field of expertise whom the chairperson of the National Commission designates following a resolution of the National Commission.
２法第十三条第五項の調査委員は、学識経験のある者のうちから、会長の意見を聴いて、文部科学大臣が任命する。	(2)The Minister of Education, Culture, Sports, Science and Technology will appoint an examiner under Article 13, paragraph (5) of the Act from among persons with relevant knowledge or experience after hearing the opinion of the chairperson of the National Commission.
３調査委員は、非常勤とし、当該特別の事項の調査審議が終つたときは、退任するものとする。	(3)The examiner is a non-regular position, and a person in such a position will retire when the study and deliberation for the particular matter in question is completed.
４各専門小委員会に属する委員により専門小委員会の委員長として互選された者は、当該専門小委員会の会務を掌理する。	(4)The person whom the members of a Specialized Subcommittee select from among themselves as the chair of that Specialized Subcommittee will preside over the business of that the relevant Specialized Subcommittee.
５第六条第三項の規定は、専門小委員会について準用する。	(5)Article 6, paragraph (3) applies mutatis mutandis to Specialized Subcommittees.
６前各項に定めるもののほか、各専門小委員会の名称、所掌事務その他その組織に関し必要な事項は、会長の意見を聴いて、文部科学大臣が定める。	(6)Other than as provided in the preceding paragraphs, the name of each Specialized Subcommittee, its designated task, and other necessary matters for its composition will be prescribed by the Minister of Education, Culture, Sports, Science and Technology after hearing the opinion of the chairperson of the National Commission.
（小委員会の議事）	(Subcommittee Meetings)
第九条小委員会は、当該小委員会に属する委員の過半数が出席しなければ、議事を開き、議決をすることができない。	Article 9(1)A subcommittee may not hold a meeting or vote on a resolution unless a majority of the subcommittee members are in attendance.
２小委員会の議事は、出席した委員の過半数をもつて決し、可否同数のときは、委員長の決するところによる。	(2)Resolutions of a subcommittee will be passed by a majority of attending subcommittee members, and the chair of the subcommittee will make the decision in the event of a tie.
３前項の場合においては、委員長は、委員として議決に加わることができない。	(3)In a case under the preceding paragraph, the chair of the subcommittee may not vote as a subcommittee member.
４前三項の規定は、運営小委員会と他の小委員会との合同の議事について準用する。	(4)The provisions of the three preceding paragraphs will apply mutatis mutandis to joint meetings of the Steering Subcommittee and other subcommittees.
この場合において、合同の議事を整理する委員長には、運営小委員会の委員長が当るものとする。	In such case, the chair of the Steering Subcommittee will be the chair of the joint meeting.
第四章　日本ユネスコ国内委員会の事務処理	Chapter IV Disposition of Tasks of the National Commission for UNESCO
（政令で定める内部部局等）	(Internal Subdivisions Set Forth by Cabinet Order)
第十条法第十八条第一項の文部科学省の内部部局として置かれる官房若しくは局又は文部科学省に置かれる国家行政組織法（昭和二十三年法律第百二十号）第二十条第一項に規定する職のうち政令で定めるものは、国際統括官とする。	Article 10The reference, in Article 18, paragraph (1) of the Act, to the secretariat or bureau established as an internal subdivision of the Ministry of Education, Culture, Sports, Science and Technology or the position as prescribed in Article 20, paragraph (1) of the National Government Organization Act (1948 Act No. 120) at the Ministry of Education, Culture, Sports, Science and Technology that is set forth by Cabinet Order means the Director-General for International Affairs.
附　則〔抄〕	Supplementary Provisions[Extract]
１この政令は、法（附則第二項及び第三項の規定を除く。）施行の日から施行する。	(1)This Cabinet Order comes into effect as of the date on which the Act (other than paragraph (2) and paragraph (3) of the Supplementary Provisions) comes into effect.
附　則〔昭和三十一年九月十日政令第二百八十八号〕	Supplementary Provisions[Cabinet Order No. 288 of September 10, 1956]
この政令は、公布の日から施行する。	This Cabinet Order comes into effect as of the date of promulgation.
附　則〔昭和四十七年四月二十八日政令第百七号〕	Supplementary Provisions[Cabinet Order No. 107 of April 28, 1972]
この政令は、沖縄の復帰に伴う関係法令の改廃に関する法律の施行の日（昭和四十七年五月十五日）から施行する。	This Cabinet Order comes into effect as of the date on which the Act on the Amendment and Repeal of the Relevant Laws and Regulations in Connection with the Reversion of Okinawa comes into force (May 15, 1972).
附　則〔昭和五十九年六月二十八日政令第二百二十九号〕	Supplementary Provisions[Cabinet Order No. 229 of June 28, 1984]
この政令は、昭和五十九年七月一日から施行する。	This Cabinet Order comes into effect as of July 1, 1984.
附　則〔平成十二年六月七日政令第三百八号〕〔抄〕	Supplementary Provisions[Cabinet Order No. 308 of June 7, 2000 Extract][Extract]
（施行期日）	(Effective Date)
第一条この政令は、内閣法の一部を改正する法律（平成十一年法律第八十八号）の施行の日（平成十三年一月六日）から施行する。	Article 1This Cabinet Order comes into effect as of the date on which the Act Partially Amending the Cabinet Act (Act No. 88 of 1999) comes into effect(January 6, 2001).
附　則〔平成二十二年七月二十三日政令第百七十二号〕	Supplementary Provisions[Cabinet Order No. 172 of July 23, 2010]
この政令は、公布の日から施行する。	This Cabinet Order comes into effect as of the date of promulgation.
